Country: Peru
Program: Justice Sector Support Project (JSSP-2)

Program Overview: Peru’s criminal justice system is transitioning from an inquisitorial system to an adversarial accusatory system. In response to the Peruvian government’s request to support this transition, ABA ROLI is implementing the Justice Sector Support Program (JSSP-2). High-profile corruption scandals have resulted in the disruption of governance and anticorruption efforts in Peru. Exacerbating its political and institutional crises, Peru has yet to implement its new Criminal Procedure Code wholly and consistently, while transnational criminal organizations that operate in Peru continue to evolve and adapt. Funded by the U.S. State Department Bureau of International Narcotics and Law Enforcement Affairs (INL), JSSP-2 aims to build on the success of its five-year INL-funded Justice Sector Support Project, which was implemented from 2016 to 2021. This new one-year project began in February 2022. It targets several regions and all 34 judicial districts of Peru. The program’s objectives are to support Peruvian authorities’ efforts to consolidate and build on judicial reforms; improve Peru’s capacity to combat complex crimes; prevent and detect corruption in justice sector institutions; and support the strengthening of equitable and fair access to justice, especially for vulnerable populations and indigenous communities.

  1. ABA ROLI plans to conduct six workshops at the national level. The participants will be solicitors and prosecutors. For this activity, ABA ROLI needs a pro bono instructor specialized in oral litigation techniques under the adversarial system.
  2. ABA ROLI plans to conduct five workshops at the national level. The participants will be solicitors and prosecutors. For this activity, ABA ROLI needs a pro bono instructor who has knowledge on the presentation and incorporation of evidentiary material during an oral trial, under the adversarial system. 
  3. ABA ROLI plans to conduct five national workshops for judges. ABA ROLI needs five pro bono instructors, one for each workshop, specialized in evidentiary assessment under the adversarial system.
  4. As done in previous years, ABA ROLI will hold a national mock trial competition, and the final will need high-level Judges to assess the finalists. ABA ROLI will need the support of a Judge from the United States to participate pro bono.
  5. ABA ROLI plans to conduct three workshops nationwide. ABA ROLI will need three pro bono instructors, one for each workshop, who can give a presentation on environmental crime investigations. 
  6. ABA ROLI plans to conduct four workshops at the national level. ABA ROLI will need four pro bono instructors, one for each workshop, who can give a presentation on special environmental crime investigation techniques, with a focus on joint work between police and prosecutors.
  7. ABA ROLI plans to conduct a training on the use of International Judicial Cooperation mechanisms, so that prosecutors know how to utilize these mechanisms in cross-border crimes. ABA ROLI will need an instructor who specializes in international judicial cooperation mechanisms, in the framework of transnational organized crime, preferably with knowledge of successful judicial cooperation cases.
  8. ABA ROLI plans to conduct three workshops on ethics and corruption within the judicial system. ABA ROLI will need three experts, one for each workshop, who are familiar with procedures regarding professional ethics and prevention of corruption in the administration of justice.
  9. ABA ROLI plans to hold an international conference on the treatment, persecution and prosecution of organized crime and corruption. ABA ROLI will need an expert on corruption crimes related to transnational organized crime. The ideal expert will share his or her experiences on issues related to the impact of corruption, the relationship between corruption and transnational organized crime, investigation strategies and best practices for investigating these complex cases.
  10. ABA ROLI plans to hold an International Conference on the empowerment of women and access to justice for vulnerable populations. This activity will need two experts on issues related to law and gender, women’s empowerment, and access to justice for vulnerable populations. This conference will be held in March 2024, in commemoration of International Women’s Day.
