Hillary Forden, Senior Technical Advisor, has over 10 years of experience in rule of law development and post-conflict justice in Asia and Africa. Before joining ABA ROLI in November 2018, Ms. Forden served as a Senior Justice Sector Program Advisor (USGI contractor) in the Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL), where she advised INL on projects to increase access to justice for survivors and those at risk of experiencing gender-based violence and trafficking in persons in Afghanistan. She oversaw the same portfolio at the U.S. Embassy in Kabul, Afghanistan, from 2014 to 2016. Prior to joining INL, Ms. Forden designed and managed rule of law and protection of civilians projects in Sudan and South Sudan and practiced international criminal and humanitarian law at the International Criminal Tribunal for Rwanda and Eritrea-Ethiopia Claims Commission. She holds a Juris Doctorate from Yale Law School and a Bachelor of Arts from the University of California, Berkeley, and is a member of the State Bar of California.
