Susan Cowley

Country Director, Philippines

Susan (Sue) Cowley is new to ABA and recently joined as Country Director in the Philippines. She was formerly Country Director for International Development Law Organization (IDLO) in Philippines. Sue is a lawyer trained in both the UK and US with a LLM in International & Comparative Law from George Washington University. After several years of practicing law in Washington DC, Sue moved to Uganda where she worked with a grass-roots women's group; established then ran a legal aid clinic attached to the Law Development Center in Kampala; and then spent several years working for USAID initially as Parliamentary and Pluralism Advisor and later as Deputy Team Leader and Acting Team Leader. She then moved to Cambodia where she worked with UNDP as the Senior Technical Advisor for their Legislative Strengthening Program (based in Parliament) for nearly four years. After Cambodia Sue moved to Tbilisi, Georgia as the Director for the Office of Democracy and Governance with USAID. Sue has lived and worked in UK, US, Honduras, Puerto Rico, Barbados, Uganda, Cambodia, Georgia and now the Philippines. She has been married for twenty five years and has three grown children.
