Carlos Heinz Samuel, Senior Program Officer, joined the American Bar Association Rule of Law Initiative’s (ABA ROLI) Latin America and Caribbean Division in July 2023. Prior to joining ABA ROLI, he served as a Project Assistant at the Renewables Academy (RENAC) in Berlin, Germany, where he steered the development and execution of renewable energy projects in Africa and Latin America. In this capacity, Carlos led the charge in conducting vital research activities in countries throughout the region such as Colombia, Ecuador, and Guatemala.

Carlos possesses a robust background in international affairs, social anthropology, and Latin American studies, underscoring his extensive proficiency in Project Development and Research Methodologies. His academic achievements include a Bachelor's degree in Political Science and a Master's degree in International Studies from Universidad de los Andes in Bogotá, Colombia. Complemented by a Master of Arts in Latin American Studies from Freie Universität Berlin.

Born and raised in Barranquilla, Colombia, Carlos is fluent in Spanish, English, German, and Portuguese.
