Emilia Rebelo joined ABA ROLI  in January 2023 as a Program Manager for the Latin America and the Caribbean (LAC) Division. She has significant experience in the international development sector working on various U.S. foreign assistance projects throughout the LAC region. Before joining ABA ROLI, Emilia was a Program Manager at the National Center for State Courts for a rule of law, INL-funded program that spanned 12 Caribbean countries. Additional experience includes supporting projects funded by USAID and USDA in El Salvador, Ecuador, and Guatemala during her time working at Counterpart International. Prior to working in international development, Emilia served as the Legislative Aide to the then Chairwoman of the Judiciary Committee, Clarie Cronin, at the Massachusetts State House. Emilia holds a Master of Arts in International Human Rights from the University College London (UCL) and a Bachelor of Arts in Political Science and Foreign Languages from Stonehill College (Easton, MA).  At UCL, her thesis evaluated the actual impacts of human rights projects funded by USAID on human rights records in Latin America using case specific process tracing and qualitative analyses.
