Raul R. Callirgos is a Peruvian lawyer and consultant with vast experience in the areas of public management, legal project implementation, and criminal law in Latin America. With more than 25 years of professional experience, since 1996, he has served as a senior consultant and legal advisor for a host of organizations, including the United Nations Development Program, the World Bank, Ministry of Justice, Judiciary Branch and the Congress of the Republic of Peru. He has been trained internationally on key aspects of the U.S. justice system and has taught courses on legal theory and judicial sciences for some of Peru’s most prominent universities, and he served as the General and Academic Director of Peru’s Magistrate Academy from 2007-2009. Mr. Callirgos has a master's degree in strategic business administration and studies in law with a special mention in jurisdictional politics.
He has served as the Country Director for ABA ROLI’s Program to Support the Criminal Justice Sector in Peru since 2012, managing a portfolio of $ 9 million in U.S. government funding. Through this program, he has led a team of six, managing and conducting capacity building trainings for more than 10000 justice sector operators in 34 Peruvian judicial districts on oral litigation and criminal investigation skills. In addition, he developed media outreach strategies to inform Peruvian citizens about their rights under the new Criminal Procedure Code and implemented technical assistance activities for Peruvian justice sector institutions, and since 2020 he manages the implementation of two additional programs in Peru: Combating Wildlife Trafficking to prevent Organized Crime in the Andean Region and Combating Human Trafficking in Peru.
