Background
In response to the fall of the Berlin Wall, the ABA created the Central and Eastern European Law Initiative (now known as ABA ROLI) to provide former Eastern Bloc and Soviet countries with legislative and legal support. Beginning with the ABA’s first permanent country office in Bulgaria in 1991, ABA CEELI was the first formal rule of law technical assistance organization.
