On May 23, 2024, the American Bar Association Rule of Law Initiative (ABA ROLI) had the privilege of hosting a landmark meeting with key stakeholders from Argentina, including distinguished judges and lawyers. We were especially honored by the attendance of The Honorable Peter J. Messitte, U.S. District Court Judge from Maryland. Judge Messitte's presence underscored the significance of fostering international judicial collaboration.

The core objective of this meeting was to inform Argentinian stakeholders about the extensive global initiatives undertaken by ABA ROLI, with a particular focus on the Tri-Border Area (Argentina, Brazil, and Paraguay) and Argentina itself. This gathering provided a unique platform for direct engagement with Argentina’s judicial community, enhancing mutual understanding and paving the way for stronger cooperation.

Throughout the event, discussions centered on the vital role of communication and collaboration in combating financial crimes. This meeting not only highlighted our shared commitment to justice but also marked a crucial step in reinforcing international partnerships. We are excited about the prospects of continued dialogue and cooperation with our Argentine counterparts as we collectively strive for a more secure and just global community.

Three ABA ROLI staff members presented our programming in the region. Carlos Samuel, Program Officer, commenced the meeting by reflecting on ABA ROLI’s 30-year legacy of promoting the rule of law in over 100 countries. He highlighted our commitment to strengthening legal institutions, supporting legal professionals, and fostering respect for human rights. His remarks set the stage for a productive discussion on sustainable legal solutions.

Priya Amruthkumar, Program Manager, provided an overview of ABA ROLI’s regional programs in Latin America funded by the U.S. Department of State’s Bureau of Counterterrorism. These programs aim to combat money laundering and transnational crime while raising public awareness of these critical issues. Priya emphasized how our efforts in the Tri-Border Area are geared towards strengthening institutional capacities and promoting regional cooperation to counteract criminal activities effectively.

Following Priya, Stephanie Petingi, Program Associate, delivered a presentation on specific initiatives in Argentina. She highlighted Argentina’s role in preventing the financing of terrorism and detailed our collaboration with organizations like the Financial Action Task Force of Latin America (GAFILAT) to enhance technical knowledge and implement effective anti-money laundering strategies.

Additionally, ABA ROLI’s staff in Paraguay, César Pastore, Juan Cassanello Gracia, and Siu Hong Cheng Li, provided valuable insights into our collective efforts. They discussed the significance of regional cooperation and shared successful strategies and lessons from their experiences, underscoring the necessity of a unified approach to tackling these pervasive issues.

This meeting represents a significant advancement in our ongoing dialogue and collaboration. By working closely with Argentinian judicial and financial institutions, we aim to bolster the enforcement of the rule of law and enhance the effectiveness of anti-money laundering measures. The engagement and participation of key stakeholders, judges, and lawyers are crucial to our mission of creating robust legal frameworks capable of deterring financial crimes.
