On December 4, 2024, the American Bar Association Rule of Law Initiative (ABA ROLI) and the Municipality of Puerto Barrios, Izabal signed a Memorandum of Understanding (MoU) as part of ABA ROLI’s Human Rights for All (HRA) project, funded by the United States Agency for International Development (USAID). This partnership aims to strengthen Guatemala's human rights system at the local and national levels, fostering a culture of respect that contributes to national development and ensures comprehensive protection for all citizens. David de Giles, HRA’s Chief of Party and Mayor Hugo Sarceño of Puerto Barrios signed the MoU on behalf of their respective organizations.
Mayor Hugo Sarceño expressed his enthusiasm for this collaboration, stating, "Signing this Memorandum of Understanding brings us joy and satisfaction, as it allows us to work with ABA's Human Rights for All project in the development of our municipality. This cooperation agreement ensures that all members of our communities are attended to and supports the completion of our plans for the well-being of Puerto Barrios' residents.”
Through this collaboration, ABA ROLI and the Municipality of Puerto Barrios will enhance institutional capacity by providing technical assistance and targeted training programs. The MoU emphasizes prioritizing the protection of vulnerable groups, ensuring they are supported in a safe and respectful environment. This partnership lays a strong foundation for advancing human rights and addressing key challenges faced by communities in Puerto Barrios.
