With ABA ROLI Support, Peru’s National Board of Justice Launches the Compendium of Resolutions 2020-2024

On December 8, 2024, Peru’s National Board of Justice (Spanish, Junta Nacional de Justicia - JNJ) held a ceremony launch of their Compendium of Resolutions 2020-2024 book, which summarizes the efforts made by the institution to guarantee ethics, transparency, and justice in Peru. This important milestone in JNJ’s was made possible thanks to the support of the American Bar Association Rule of Law Initiative’s (ABA ROLI) Justice Sector Support Project 2 (JSSP-2) and the US Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL). 

JSSP-2 aims to build on the success of its predecessor, the five-year INL-funded Justice Sector Support Project which was implemented from 2016 to 2021. JSSP-2 began in February 2022 and targets several regions and all 34 judicial districts of Peru. The program’s objectives are to support Peruvian authorities’ efforts to consolidate and build on judicial reforms; improve Peru’s capacity to combat complex crimes; prevent and detect corruption in justice sector institutions; and support the strengthening of equitable and fair access to justice, especially for vulnerable populations and indigenous communities.

The official event took place at JNJ’s headquarters in Lima, Peru and brought together senior officials of the Peruvian judicial system and members of the diplomatic corps accredited in the country.

Raúl Callirgos, ABA ROLI’s Country Director for Peru, highlighted the fundamental role of international cooperation in strengthening access to efficient justice in Peru.

“The project took on the challenge of systematizing all the work of the JNJ, which is a selection of outstanding resolutions. We are sure that these decisions reflected in the resolutions will leave an important precedent for strengthening the justice system,” he said.

Clare Dowdle, INL Deputy Director, then symbolically presented the Compendium, reaffirming the United States' commitment to strengthening justice and integrity in the region.

Antonio Humberto de La Haza Barrantes, JNJ President, officially presented the publication, stressing that the compiled resolutions reflect a continuous effort to build an administration of justice in accordance with the needs of the country.

“There are 452 resolutions on disciplinary proceedings against judges and prosecutors in the period from February 2020 to February 2024 in response to failure to comply with the conduct they should have as magistrates. Let us remember that the JNJ was the result of a referendum after serious acts of corruption became known. This exposed the need to have solid institutions that protect the administration of justice in the country,” he said.

The Compendium of Resolutions 2020-2024 is not only a technical document, but also a testimony of the commitment to transparency and respect for the rule of law, laying the foundations for a fairer future for all Peruvians, the JNJ highlighted.

ABA ROLI’s JSSP-2 continues to carry out activities with the aim of consolidating the Peruvian judicial system.
