ABA ROLI Hosts Dual Vietnamese Delegations in Washington, DC, Strengthening Legal Ties with Ministry of Justice and National Assembly Standing Committee

Between June and July 2023, the American Bar Association Rule of Law Initiative hosted two distinguished delegations at its office in Washington, D.C. The Ministry of Justice (MOJ) Delegation, led by Deputy Minister of Justice, Nguyen Thanh Tinh, visited in June; and the Delegation of the Commission on People's Petitions under the National Assembly Standing Committee, headed by H.E. Mr. Duong Thanh Binh, Chair of the Committee, visited in July.

During the June 28 visit, ABA ROLI's hosts, including Scott Carlson, ABA Associate Executive Director of Global Programs, and Irina Goldberg, Director of ABA ROLI’s Asia & the Pacific Division, warmly welcomed the delegation. ABA's President, Deborah Enix-Ross, joined the meeting virtually to welcome the delegation, while Tom Susman, Strategic Advisor, Governmental Affairs & Global Programs, expertly guided the presentation and discussion.

At the heart of the meeting was a shared objective: to explore effective strategies for enhancing the Vietnamese public's access to legal information. The discussions, brimming with enthusiasm, extended well beyond the scheduled time, fostering an environment of mutual understanding and cooperation. The exchange offered valuable insights into the American legal system and provided a platform for Vietnamese officials to gain deeper insights into their country's legal landscape.

Two weeks later, on July 17, following a request by the Vietnamese Embassy, a second delegation was invited to the ABA Washington, DC, office, comprised of esteemed members of Vietnam's National Assembly, specifically the Committee on Public Petitions, led by H.E. Mr. Duong Thanh Binh, Chair of the Committee. Again, ABA strategic advisor Tom Susman played a pivotal role, shedding light on the historical underpinnings of petition systems in the United States, providing valuable context for the Vietnamese counterparts.
