ABA ROLI hosts Launch Event in Peru to Kick off its New Justice Sector Support Project

On March 25, 2022, the American Bar Association Rule of Law Initiative (ABA ROLI) hosted a launch event in Lima, Peru for its newest project in the country, the Justice Sector Support Project (“JSSP-2”). Funded by the U.S. State Department Bureau of International Narcotics and Law Enforcement Affairs (INL), JSSP-2 aims to build on the success of its five-year INL-funded Justice Sector Support Project (JSSP), which was implemented from 2016 to 2021. This new one-year project commenced on February 1, 2022, and it will target several regions and all 34 judicial districts of Peru. The program’s objectives are to support the efforts of Peruvian authorities to consolidate and build on judicial reforms; improve Peru's capacity to combat complex crimes; prevent and detect corruption in justice sector institutions; and support the strengthening of equitable and fair access to justice, especially for vulnerable populations and indigenous communities.

During the event, program staff officially introduced JSSP 2 to authorities from the Peruvian justice system and INL representatives from the Embassy in Lima. Mr. Charles Sewall, Director of INL for the U.S. Embassy in Peru, provided opening remarks, reaffirming his commitment to continue supporting the efforts of Peruvian authorities to strengthen the justice system, highlighting ABA ROLI’s work in Peru since 2012. Raúl Callirgos, Country Director of ABA ROLI Peru, presented and informed authorities about the characteristics and scope of the new JSSP-2 program.

The event was attended by Dr. Elvia Barrios Alvarado President of the Judicial Branch in Peru; Zoraida Avalos Rivera, Attorney General; Jose Avila Herrera, President of the National Board of Justice; Generals of the National Police of Peru, Ulises Guillen Chavez, representing the General Commander and Zenon Loayza Dias, Director of Investigation of the General Inspectorate; Juan Carrasco Millones, Vice Minister of Justice of the Ministry of Justice and Human Rights; and INL representatives from the U.S. Embassy in Peru, Erica Nelson and Lilian Necochea.

Francisco Ciampolini, Regional Director of ABA ROLI’s Latin America and the Caribbean Division expressed our gratitude to the Peruvian authorities and representatives of the U.S. Embassy for their attendance and highlighted their invaluable support to ABA ROLI Peru’s programs.

Peruvian authorities also thanked INL for its support and ABA ROLI for its interventions to strengthen the capacities of justice system operators in Peru. Authorities in attendance also requested support for the implementation of other initiatives, such as the implementation of the “flagrante derelict” system for non-complex crimes.
