On 12/29/10, the Office of the Attorney General, Department of Justice (DOJ), announced a final rule, effective 1/28/11, to finalize an interim rule specifying that the requirements of the Sex Offender Registration and Notification Act, Title I of P.L. 109–248, apply to all sex offenders, including sex offenders convicted of the offense for which registration is required before the enactment of that act. On 12/30/10, HHS announced a request for public comment on a proposed information collection regarding an initial core set of health quality measures recommended for Medicaid eligible adults, health insurance issuers and managed care entities that enter into contracts with Medicaid, and providers of items and services under these programs. On 1/3/11, HRSA, HHS, announced a 2/23/11 – 2/25/11 meeting of the National Advisory Committee on Rural Health and Human Services, in Washington, D.C., to receive updates from officials from HHS; to hear panel presentations on key provisions from the Affordable Care Act (ACA); to examine the rural implications of several provisions from the ACA; and for other purposes. On 1/4/11, HUD announced the availability on its web site of the applicant information and other requirements for HUD’s Fiscal Year 2010 Notice of Funding Availability (NOFA) for Technical Assistance and Capacity Building under the Transformation Initiative, intended as a collaborative effort among HUD, state, local partners and successful applicants focused on building grantee management systems that have the functional capacity necessary to carry out comprehensive ‘‘ place-based ’’ development and revitalization strategies. On 12/30/10, the president issued a proclamation to declare January 2011 as National Slavery and Human Trafficking Prevention Month, culminating in the annual celebration of National Freedom Day on 2/1/11, and to call upon the nation to recognize the vital role it plays in ending modern slavery and to observe the month with appropriate programs and activities. On 1/3/11, the Social Security Administration (SSA) announced a request for public comment on a few proposed information collections: Request for Waiver of Overpayment Recovery or Change in Repayment, used by Social Security beneficiaries to refund overpayment if they happen to receive an accidental overpayment of benefits; Employee Work Activity Questionnaire, used by the SSA to evaluate a work attempt when disability claimants attempt to return to work after receiving payments, but are unable to continue working; and Sheltered Workshop Wage, regarding the Sheltered Workshop nonprofit organizations that implement a recognized program of rehabilitation for handicapped workers and also report monthly wages directly to SSA.
