On 10/8/10, the Office of the Secretary, Department of Health and Human Services (HHS), announced a request for public comment on a new information collection, Calculation of Annual Federal Medical Assistance Percentages for Indian Tribes for Use in the Title IV–E Foster Care, Adoption Assistance, and Kinship Guardianship Assistance Programs. On 10/8/10, the Office of the Assistant Secretary for Planning and Evaluation, HHS, announced a 10/19/10 meeting of the Interagency Working Group on Youth Programs in Denver, CO, to solicit input from the public that will inform the development of a strategic plan for federal youth policy. FR62399.
Presidential Action  
On 10/1/10, the president issued Proclamation 8575 to declare October 2010 as National Domestic Violence Awareness Month, and to call on Americans to speak out against domestic violence and support local efforts to assist victims of such crimes in finding the help and healing they need. FR62303.
On 10/4/10, the president issued Proclamation 8578, to declare 10/4/10, as Child Health Day, and to call upon families, child health professionals, faith-based and community organizations, and all levels of government to help ensure that America’s children stay safe and healthy. FR62449.

On 10/8/10, the United States Parole Commission, Department of Justice (DOJ), announced a request for public comment on a proposed rule that would amend the Offense Behavior Severity Index in its paroling policy guidelines to equalize the ratings for crack cocaine and powder cocaine offenses. On 10/12/10, the Federal Bureau of Investigation (FBI), Department of Justice (DOJ), announced meetings on 11/3/10 and 11/4/10 in Glendale, AZ, of the Compact Council for the National Crime Prevention and Privacy Compact, which governs the exchange of criminal history records for licensing, employment, and provides a legal framework for the establishment of a cooperative federal state system to exchange such records. Presidential Action  
On 10/1/10, the president issued Proclamation 8574 to declare October 2010 as National Disability Employment Awareness Month, and to urge Americans to embrace the value that individuals with disabilities bring to the nation’s workplaces and communities and to promote everyone’s right to employment. On 10/12/10, the State Department announced it is waiving the requirement in section 7076(d)(2) of the Department of State, Foreign Operations, and Related Programs Appropriations Act of 2010, to certify that the Government of Afghanistan is cooperating fully with United States efforts against the Taliban and Al Qaeda and to reduce poppy cultivation and illicit drug trafficking and report that it is vital to the national security interests of the United States to do so.
