On 10/7/10, the Small Business Administration (SBA) announced a final rule, effective 2/4/11, to amend Part 127 of the Small Business Act, entitled ‘‘ The Women-Owned Small Business Federal Contract Assistance Procedures, ’’ and implement procedures authorized by the Small Business Act to help ensure a level playing field on which women-owned small businesses can compete for federal contracting opportunities. Presidential Action  
On 10/05/10, the president signed S 3717 (P.L. 111-257), to amend the Securities Exchange Act of 1934, the Investment Company Act of 1940, and the Investment Advisers Act of 1940 to provide for certain disclosures under Section 552 of Title 5, United States Code, (commonly referred to as the Freedom of Information Act), and for other purposes.

On 10/05/10, the president signed S 1674 (P.L.111-255), to the Improving Access to Clinical Trials Act.

On 10/05/10, the president signed S 2781 (P.L 111-256), Rosa's Law, to change references in federal law to "mental retardation" to references to an "intellectual disability."

On 10/7/10, FEMA, DHS, announced an increase of the maximum amount of any Small Project Grant made to the state, local government, or to the owner or operator of an eligible private nonprofit facility, under Section 422 of the Stafford Act, to $63,900 for all disasters declared on or after 10/1/10. On 10/ 7/10, FEMA, DHS, announced that the maximum amount of IHP financial assistance provided to an individual or household is $30,200 under Section 408 of the Stafford Act with respect to any single emergency or major disaster . FR62136.

On 10/7/10, the National Institutes of Health, HHS, announced a request for public comment on a proposed information collection, Gulf Worker Study: Gulf Long-Term Follow-Up Study for Oil Spill Clean-Up, to investigate potential short- and long-term health effects associated with oil spill clean-up activities and exposures surrounding the Deepwater Horizon disaster; and to create a resource for additional collaborative research on focused hypotheses or subgroups. On 10/6/10 the VA announced a 10/26/10 -10/28/10 meeting of the Advisory Committee on Women Veterans in Washington, D.C., to hear briefings on mental health, prosthetic services for women veterans, readjustment counseling, women veterans’ legislative issues, special health initiatives, and homeless initiatives for women veterans.
