On 9/30/10, the president signed HR 3081 (P.L. 111-242), the Continuing Appropriations Act, 2011, to extend funding for federal programs through 12/3/10.
On 10/01/10, the Small Business Administration (SBA) announced an interim final rule to establish the Immediate Disaster Assistance Program (IDAP), intended to provide immediate relief to a small business that meets the basic eligibility standards for a disaster loan authorized under section 7(b) of the Small Business Act while the business’ application for a direct disaster loan is pending with SBA. On 10/01/10, the Office of the Assistant Secretary for Planning and Evaluation, Department of Health and Human Services (HHS), announced a 10/14/10 meeting, in Kansas City, MO, to solicit input from the public that will inform the development of a strategic plan for federal youth policy. FR60756.
On 10/04/10, the Employment and Training Administration, Department of Labor (DOL), announced a funding availability and request for applications for YouthBuild, a youth and community development program that simultaneously addresses several core issues facing low-income communities: housing, education, employment, crime prevention, and leadership development. On 10/05/10, the Administration for Children and Families, HHS, announced a request for public comment on a proposed information collection, Voluntary Establishment of Paternity-NPRM, to be used by hospitals, birth record agencies, and other entities participating in the voluntary paternity establishment program that collects information from the parents of children who are born out of wedlock. On 10/05/10, the Social Security Administration (SSA) announced a request for public comment on three revisions of approved information collections: Request for Corrections of Earnings Record, to provide the information SSA needs to check earnings posted, and as necessary, to initiate development to resolve discrepancies; the Missing and Discrepant Wage Reports Letter and Questionaire, to ensure employees receive full credit for their wages; and Appointment of Representative, to verify appointment of SSA representatives to represent individuals dealing with the SSA. On 10/04/10, the Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS), announced a request for public comment on a proposed information collection, the Mitigation Grant Program/ eGrants, to provide funding to allow for the reduction or elimination of the risks to life and property from hazards, and to provide the mechanism to provide quarterly reports of the financial status of the project and the final closeout report. On 10/05/10, FEMA, DHS, announced a final rule regarding Base (1% annual-chance) Flood Elevations (BFEs) and modified BFEs for specifically named communities, necessary in order to qualify or remain qualified for participation in the National Flood Insurance Program (NFIP). FR61358.
On 9/30/10, the President signed S 3814 (P.L. 111-250), the National Flood Insurance Program Reextension Act of 2010, which extends the program through 9/30/11.
On 10/05/10, the Office of Minority Health, HHS, announced a 11/15/10 and 11/16/10 meeting of the Advisory Committee on Minority Health, in Washington, D.C., to discuss methods to increase the health care workforce and strategies to eliminate health disparities, as well as other related issues. On 10/01/10, the Office of the Assistant Secretary for Policy Development and Research, Department of Housing and Urban Development (HUD), announced awardees to receive funding from the FY2010 Hispanic-Serving Institutions Assisting Communities Program, to provide funds for activities including housing rehabilitation and financing, property demolition or acquisition, public facilities, economic development, business entrepreneurship, and fair housing programs. On 10/01/10, the Office of the Comptroller of the Currency (OCC), Department of Treasury; Board of Governors of the Federal Reserve System (Board); and the Federal Deposit Insurance Corporation (FDIC) announced a joint final rule, effective 11/3/10, to revise current rules implementing the Community Reinvestment Act (CRA). On 10/04/10, the Office of the Assistant Secretary for Policy Development and Research, HUD, announced Final Fair Market Rents for Fiscal Year 2011 for the Housing Choice Voucher Program and Moderate Rehabilitation Single Room Occupancy Program. FR61254.
On 10/04/10, the Office of the Chief of the Human Capital Officer, HUD, announced a request for applications for the FY2010 Asthma Interventions in Public and Assisted Multifamily Housing Grant Program, to fund demonstration projects to improve asthma control among children and others residing in federally assisted multifamily housing; FY2010 Healthy Homes Production Program, to prevent and correct significant housing-related health and safety hazards in low-income housing; and the FY2010 Lead Technical Studies and Healthy Homes Technical Studies Programs, to gain knowledge to improve the efficacy and cost effectiveness of methods for evaluation and control of lead-based paint and other housing related health and safety hazards. On 10/01/10, U.S. Citizenship and Immigration Services (USCIS), Department of Homeland Security (DHS), announced a request for public comment on a new information collection, the E-Verify Self Check Program. Comments are due 11/30/10. FR60771.
On 10/01/10, the Bureau of Indian Affairs, Department of the Interior, published a current list of 564 tribal entities recognized and eligible for funding and services from the Bureau of Indian Affairs by virtue of their status as Indian tribes. FR60810.
On 10/5/10, the Patent and Trademark Office and the National Telecommunications and Information Administration, Department of Commerce, announced a request for public comment on Copyright Policy, Creativity, and Innovation in the Internet Economy for a report that will contribute to the Administration’s domestic policy and international engagement in the area of online copyright protection and innovation. On 10/05/10, the Department of Justice (DOJ) announced a request for public comment on an extension of a currently approved information collection, the Short-Form Registration Statement (Foreign Agents), used to register foreign agents as required under the provisions of the Foreign Agents Registration Act of 1938. On 10/05/10, the Department of State announced a request for public comment on a proposed information collection, Request for Determination of Possible Loss of United States Citizenship, to assist consular officers and the Department of State in determining if a U.S. citizen has lost his or her nationality by voluntarily performing an expatriating act with the intention of relinquishing United States nationality. On 9/28/10, the president signed Executive Order 13553, to block property of certain persons with respect to serious human rights abuses by the government of Iran and to take certain other actions. FR60567.
On 9/30/10, the president signed H.R. 3978 (P.L.111-245, the First Responder Anti-Terrorism Training Resources Act.
On 10/04/10, the Veterans Benefits Administration, Department of Veterans Affairs (VA), announced a request for public comment on a proposed information collection, Notice to Department of Veterans Affairs of Veteran or Beneficiary Incarcerated in Penal Institution, to determine whether a beneficiary’s VA compensation or pension rate should be reduced or terminated when he or she is incarcerated in a penal institution in excess of 60 days after conviction. On 10/05/10, the VA announced a 10/13/10 and 10/14/10 meeting of the Veterans’ Rural Health Advisory Committee in Washington, D.C., to discuss the VA’s response to its 2009 Annual Report to the Secretary, the progress of its 2010 brief to the Secretary, the Office of Rural Health Strategic Plan, and for other purposes. On 9/30/10, the president signed HR 4505 (P.L. 111-246), to enable state homes to furnish nursing home care to parents of veterans who died while serving in the Armed Forces.
