On 11/30/10, the Administration for Children and Families (ACF), Department of Health and Human Services (HHS), announced a request for public comment on a new information collection, State Personal Responsibility Education Program (PREP), a new program under the Patient Protection and Affordable Care Act created to educate adolescents on both abstinence and contraception to prevent pregnancy and sexually transmitted infections.
