On 5/26/10, the Office of Justice Programs, Department of Justice, announced a request for public comment on a proposed extension of a currently approved collection, the Capital Punishment Report of Inmates Under Sentence of Death, which collects information used by the Bureau in published reports and in responding to queries from the U.S. Congress, the executive office of the president, the U.S. Supreme Court, state officials, international organizations, researchers, students, the media, and others interested in criminal justices statistics. S 3418 ( Merkley, D-OR), to amend the Public Health Service Act to specifically include, in programs of the Substance Abuse and Mental Health Services Administration, programs to research, prevent, and address the harmful consequences of pathological and other problem gambling; to Health, Education, Labor, and Pensions. On 5/25/10, the House passed, by a 414-1 vote, H Res 1258, to express support for designation of May 2010 as Mental Health Month.
On 5/26/10, the Centers for Disease Control and Prevention, Department of Health and Human Services (HHS), announced a request for public comment on a proposed project, the Calibration of the Short Strengths and Difficulties Questionnaire in the National Health Interview Survey, which will monitor the prevalence of children and youth with mental health problems. On 5/26/10, the Social Security Administration (SSA) announced a request for public comment on a proposed extension of a currently approved information collection, the Registration for Appointed Representative Services and Direct Payment, which is used to register appointed representatives of claimants before SSA for various reasons. On 5/26/10, SSA announced a 6/10/10 meeting in Memphis, TN, of the Occupational Information Development Advisory Panel to hear a presentation on the status of the SSA fiscal year 2010 Occupational Information System Development Project activities and the proposed integration with panel activities and to hear subcommittee chair reports, among other things. The House Rules Committee will consider rules for floor debate for HR 5175, to amend the Federal Election Campaign Act of 1971 to prohibit foreign influence in federal elections, to prohibit government contractors from making expenditures with respect to such elections, and to establish additional disclosure requirements with respect to spending in such elections. 5/27/10, 3 pm, H-313 Capitol.
On 5/25/10, the Senate continued consideration of HR 4899, making emergency supplemental appropriations for disaster relief and summer jobs for the fiscal year ending 9/30/10.
On 5/20/10, the president issued a proclamation declaring 5/23 – 5/29/10 “National Hurricane Preparedness Week,” and calling upon all Americans, especially those in hurricane-prone areas, to learn more about protecting themselves against hurricanes and to work together to respond to them. FR 29389
On 5/25/10, the Senate reached a unanimous-consent-time agreement providing that on Thursday, 6/10/10, the Republican leader or his designee will be recognized to move to proceed to the consideration of SJ Res 26, disapproving a rule submitted by the Environmental Protection Agency relating to the endangerment finding and the case or contribute findings for greenhouse gases under Section 202(a) of the Clean Air Act.

On 5/26/10, the Food and Drug Administration, HHS, announced a 6/24/10 public workshop in Gaithersburg, MD, entitled “Identifying Unmet Public Health Needs and Facilitating Innovation in Medical Device Development,” which will obtain public input on the most important unmet public health needs and the barriers to the development of medical devices that can cure, significantly improve, or prevent these illnesses and injuries. On 5/26/10, Health Resources and Services Administration (HRSA), HHS, announced a request for public comment on an interim final rule issuing a regulation defining “underserved rural community” for purposes of the Rural Physician Training Grant Program of the Public Health Service Act. HR 5397 ( Pascrell, D-NJ), to amend the Immigration and Nationality Act to reform and reduce fraud and abuse in certain visa programs for aliens working temporarily in the United States; to Judiciary. H3823, CR 5/25/10.
S 3411 ( Gillibrand, D-NY), to provide for the adjustment of status for certain Haitian orphans paroled into the United States after the earthquake of 1/12/10; to Judiciary. S4211, CR 5/25/10.
HR 5378 ( McGovern, D-MA), to make certain members of the royal families of the United Arab Emirates ineligible for visas or admission to the United States and to revoke visas and other entry documents previously issued to such family members until Sheikh Issa bin Zayed al-Nahyan has been tried in accordance with international legal norms and human right standards; to Judiciary. On 5/25/10, the Senate Foreign Relations Committee approved S 3104, to permanently authorize Radio Free Asia; and S 3317, to authorize appropriations for fiscal years 2010 through 2014 to promote long-term, sustainable rebuilding and development in Haiti.
On 5/24/10, the president signed S 1067 (PL 111-172), to support stabilization and lasting peace in northern Uganda and areas affected by the Lord’s Resistance Army through development of a regional strategy to support multilateral efforts to successfully protect civilians and eliminate the threat posed by the Lord’s Resistance Army and to authorize funds for humanitarian relief and reconstruction, reconciliation, and transitional justice.
On 5/25/10, the House passed H Res 1353, to support the goals and ideals of Student Financial Aid Awareness Month to raise awareness of student financial aid.
On 5/26/10, the Department of Education announced the deadline dates for the receipt of documents and other information from institutions and applicants for the federal student aid programs authorized under Title IV of the Higher Education act of 1965. The federal student aid programs include the Federal Supplemental Educational Opportunity Grant, the Federal Family Education Loan, the Federal Work-Study, the Federal Perkins Loan, and the Federal Pell Grant, among others. HR 5374 ( Granger, R-TX), to provide for the reimbursement of attorney fees incurred by a member of the Armed Forces who retains private counsel in response to certain charges brought against the member under the Uniform Code of Military Justice and who is acquitted or has the charges dismissed or withdrawn; to Armed Services. On 5/25/10, the House Committee on Energy and Commerce approved HR 847, the James Zadroga 9/11 Health and Compensation Act of 2010.
On 5/26/10, the Federal Emergency Management Agency, Department of Homeland Security, announced a final policy entitled “Hazard Mitigation Funding Under Section 406 (Stafford Act),” which provides guidance on the appropriate use of hazard mitigation discretionary funding available under the Robert T. Stafford Disaster Relief and Emergency Assistance Act so as to ensure national consistency in the use of mitigation funds and to promote measures that reduce future loss to life and property, protect the federal investment in public infrastructure, and ultimately help build disaster-resistant communities. On 5/25/10, the House passed, by a 413-1 vote, HR 5145, to amend Title 38, United States Code, to improve the continuing professional education reimbursement provided to health professionals employed by the Department of Veterans Affairs.
