On 5/11/10, the Senate resumed consideration of S 3217, to promote the financial stability of the United States by improving accountability and transparency in the financial system, to end “too big to fail,” to protect the American taxpayer by ending bailouts, and to protect consumers from abusive financial services practices.
S Res 519 ( DeMint, R-SC), expressing the sense of the Senate that the primary safeguard for the well-being and protection of children is the family, and that the primary safeguards for the legal rights of children in the United States are the Constitutions of the United States and the several states, and that, because the use of international treaties to govern policy in the United States on families and children is contrary to principles of self-government and federalism, and because the United Nations Convention on the Rights of the Child undermines traditional principles of law in the United States regarding parents and children, the president should not transmit the Convention to the Senate for its advice and consent; to Foreign Relations. On 5/10/10, the Senate received the nomination of Elena Kagan, of Massachusetts, to be an Associate Justice of the Supreme Court of the United States.
On 5/11/10, the Senate confirmed, by voice vote, the nominations of Timothy S. Black, of Ohio, to be United States District Judge for the Southern District of Ohio; and Jon E. DeGuilio, of Indiana, to be United States District Judge for the Northern District of Indiana.
On 5/12/10, the National Institute of Corrections (NIC), Department of Justice, announced an extended deadline date for submissions of cooperative agreements for the Evaluation of Technical Assistance for Evidence-Based Decision-making in Local Criminal Justice Systems. Applications are now due 6/14/10. NIC also announced a 5/19/10 applicant conference via WebEx to give applicants the opportunity to meet with NIC project staff and ask questions about the project and the application procedures. On 5/12/10, the National Telecommunications and Information Administration, Department of Commerce, announced a request for public comment on technologies that would significantly reduce or eliminate contraband cell phone use without negatively affecting commercial wireless and public safety services in areas surrounding prisons. On 5/12/10, the Administration on Aging (AoA), Department of Health and Human Services (HHS), announced a request for public comment on a proposed information collection, the National Survey of Older Americans Act Title III Service Recipients, which will be used by AoA to track performance outcome measures, to support budget requests, to comply with Government Performance and Results Act reporting requirements, to provide national benchmark information for Performance Outcomes Measures Project reporting requirements, and for other matters. On 5/11/10, the Health Resources and Services Administration (HRSA), HHS, announced a notice of intent to establish a Negotiated Rulemaking Committee for Designation of Medically Underserved Populations and Primary Care Health Professions Shortage Areas. On 5/12/10, the Advisory Committee on Minority Health, HHS, announced a 7/6/10-7/7/10 meeting in Washington, DC, to discuss increasing the health care workforce and strategies to improve the health of racial and ethnic minority populations through the development of health policies and programs that will help eliminate health disparities. On 5/11/10, the Department of Housing and Urban Development (HUD) announced a request for public comment on a proposed information collection, the Study of the Low Income Housing Tax Credit (LIHTC) Program After 15 Years, which will collect information on LIHTC property owners’ experience with the LIHTC program. On 5/11/10, HUD announced a request for public comment on a proposed information collection, the Fair Housing Initiative Program, which collects information required to assist the department in selecting the highest ranking applicants to receive funds under the program and carry out fair housing enforcement and education and outreach activities under the private enforcement, education and outreach, and fair housing organizations initiatives. On 5/12/10, HRSA, HHS, announced the procedures for submitting a letter of intent to file a request for benefits under the Countermeasures Injury Compensation Program, which provides compensation to individuals for serious physical injuries or deaths from pandemic, epidemic, or security countermeasures identified in emergency declarations issued by the HHS secretary. On 5/12/10, the Department of Veterans Affairs (VA) announced a request for public comment on a proposed amendment to its regulations that authorize VA to provide hospital and outpatient care to veterans in programs that provide transitional housing upon release from incarceration in a prison or jail. On 5/12/10, VA announced the continuation of a recurring computer program matching Social Security Administration records with VA pension and parents’ dependency and indemnity compensation records so as to compare income and employment status as reported to VA with wage records maintained by SSA. VA will use this information to adjust VA benefits payments as prescribed by law. The match will begin no sooner than 6/12/10. FR 26847
