Floor Action  
On 5/3/10, the Senate resumed consideration of S 3217, to promote the financial stability of the United States by improving accountability and transparency in the financial system, to end “too big to fail,” to protect the American taxpayer by ending bailouts, and to protect consumers from abusive financial services practices.  
Presidential Action  
On 4/28/10, the president issued a proclamation declaring May 2010 “National Foster Care Month,” and calling upon all Americans to observe the month with appropriate programs and activities to honor and support young people in foster care, and to recognize the committed adults who work on their behalf each day. Hearings

On 5/4/10, the Department of Housing and Urban Development (HUD) announced a request for public comment on a proposed information collection, the American Recovery and Reinvestment Act Public and Indian Housing Grants Reporting, which Recovery Act funding recipients use to describe the obligation and expenditure of Recovery Act funds, details of projects on which those funds have been obligated and expended, an evaluation of the completion status of projects, and the number of jobs created and jobs retained by the project. On 5/4/10, HUD announced a request for public comment on a proposed information collection, the Multifamily Housing Service Coordinator Program, which will assist HUD in evaluating grant applicants, and in determining how well grant funds meet stated program goals and how the public was served. On 5/4/10, USCIS, DHS, announced a request for public comment on a submitted information collection, the Health and Human Services Statistical Data for Refugee/Asylee Adjusting Status, which is used by refugees, asylees, Cuban and Haitian entrants, and Amerasians when applying for adjustment of status with USCIS. Floor Action  
On 5/3/10, the Senate received a message from the president transmitting a report on the continuation on the national emergency originally declared 5/11/04 with respect to the blocking of property of certain persons and prohibition of exportation and re-exportation of goods to Syria.

On 5/4/10, the Federal Emergency Management Agency (FEMA), DHS, announced an interim rule listing communities where modification of the base flood elevations (BFEs) is appropriate because of new scientific or technical data. New flood insurance premium rates will be calculated from the modified BFEs for new buildings and their contents. FR 23593.
On 5/4/10, FEMA, DHS, announced a final rule determining BFEs and modified BFEs for listed communities. The BFEs and modified BFEs are the basis for the floodplain management measures that each community is required to adopt in order to qualify or remain qualified for participation in the National Flood Insurance Program. On 5/4/10, FEMA, DHS, announced a request for public comment on proposed BFEs and proposed BFE modifications for listed communities. Comments are due 8/2/10. FR 23642.
