On 3/22/10, the Civil Rights Division, Department of Justice, announced a request for public comment on an extension of a currently approved information collection, the Procedures for the Administration of Section 5 of the Voting Rights Act of 1965, which state, local, or tribal governments submit to the attorney general for review to establish that any change in a standard, practice, or procedure affecting voting is not racially discriminatory. HR 4892 ( McKeon, R-CA), to provide for the interrogation and detention of enemy belligerents who commit hostile acts against the United States, and to establish certain limitations on the prosecution of such belligerents for such acts; to Intelligence. H1744, CR 3/19/10.
On 3/22/10, the Office of Special Education and Rehabilitative Services, Department of Education, announced a request for public comment on a proposed priority under the Centers for Independent Living Training and Technical Assistance Program. The priority will be used to improve outcomes for individuals with significant disabilities by enhancing the quality of independent living services provided to those individuals and the efficiency of the delivery of those services by centers for independent living funded through the Centers for Independent Living Program. On 3/20/10, the House Rules Committee granted, by a 8-5 vote, a rule providing for consideration of the Senate amendments to HR 3590, the Patient Protection and Affordable Care Act, and HR 4872, the Reconciliation Act of 2010.
On 3/21/10, the House passed, by a 219-212 vote, HR 3590, the Senate-passed Patient Protection and Affordable Care Act.
On 3/21/10, the House passed, by a 220-211 vote, HR 4872, the Reconciliation Act of 2010. The reconciliation measure would make corrections to HR 3590, the Patient Protection and Affordable Care Act, as passed the Senate and House. HR 4872 has been sent to the Senate for its consideration.
On 3/22/10, the National Institutes of Health, HHS, announced a 5/24/10 meeting in Bethesda, MD, of the AIDS Research Advisory Committee to hear reports from the division director and other staff. FR 13558
On 3/22/10, the Administration for Children and Families, Department of Health and Human Services (HHS), announced a request for public comment on a new information collection, the Administration for Native Americans (ANA) Project Impact Assessment Survey, which will collect crucial information required to fulfill ANA’s statutory requirement, and will serve as an important planning and performance tool for ANA. On 3/22/10, the Indian Health Service, HHS, announced a request for competitive cooperative agreement applications for the National Human Immunodeficiency Virus/Acquired Immunodeficiency Syndrome (HIV/AIDS) Program, which aims to enhance HIV/AIDS testing activities in American Indian and Alaska Native communities by increasing access to HIV-related services, reducing stigma, and making testing routine. On 3/10/10, the president issued a memorandum delegating to the secretary of State the functions conferred upon the president by Section 204(c) of the United States-India Nuclear Cooperation Approval and Nonproliferation Enhancement Act. FR 13427
On 3/22/10, the Federal Labor Relations Authority (FLRA) announced a final rule revising portions of its regulations regarding unfair labor practice proceedings to restore the Office of the General Counsel’s role in facilitating the resolution of disputes and in providing training and education to FLRA’s customers about their rights and responsibilities under the Federal Service Labor-Management Relations Statute. On 3/20/10, the House passed, by a 403-0 vote, HR 4887, to amend the Internal Revenue Code of 1986 to ensure that health coverage provided by the Department of Defense is treated as minimal essential coverage.
