On 6/2/10, the Substance Abuse and Mental Health Services Administration, Department of Health and Human Services (HHS), announced a request for public comment on a proposed extension of a currently approved project, the Cross-Site Evaluation of the Garrett Lee Smith Memorial Suicide Prevention and Early Intervention Programs, which is used to obtain a comprehensive understanding of the integration of community-based behavioral health services with services provided by college or university campuses to prevent suicide. On 6/3/10, the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), Department of Justice (DOJ), announced a final rule amending ATF regulations to delegate to the director of ATF the authority to serve as the deciding official regarding the denial, suspension, or revocation of federal firearms licenses, or the imposition of a civil fine. On 6/1/10, the State Department announced a waiver determination of the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 with regard to the government of Southern Sudan. The Act requires that the U.S. global AIDS coordinator withhold from the U.S. contribution to the Global Fund an amount equal to expenditures by the Fund in the previous fiscal year to governments of countries that have been determined to have repeatedly provided support for acts of international terrorism in accordance with the Export Administration Act of 1979. On 6/3/10, U.S. Citizenship and Immigration Services, Department of Homeland Security (DHS), announced a request for public comment on a proposed revision to an existing information collection, the Refugee/Asylee Relative Petition, which is used by an asylee or refugee to file on behalf of his or her spouse or children, provided that the relationship to the refugee or aslyee existed prior to their admission to the United States. On 6/2/10, the Indian Health Service, HHS, announced a notice of intent to provide supplemental funding to the existing cooperative agreement with the National Indian Health Board regarding methamphetamine abuse and suicide prevention, Medicare and Medicaid policy, and related issues. The supplemental funds will be used to increase outreach and education efforts in the American Indian and Alaska Native communities in order to improve Indian health care. The project period for this supplemental funding runs from 6/15/10-12/31/10. FR 30842.

On 6/3/10, the Social Security Administration (SSA) announced the consolidation of all federal regulations concerning drug-free workplace requirements for recipients of financial assistance. The new regulation makes no substantive change to SSA policy or procedures for a drug-free workplace. The final rule becomes effective 8/2/10. Comments on any unintended changes that this action may make in SSA policies and procedures for drug-free workplaces are due 7/6/10. FR 31273.

On 6/3/10, the Federal Emergency Management Agency, DHS, announced a request for public comment on proposed base flood elevations (BFEs) and proposed BFE modifications for listed communities. The BFEs and modified BFEs are a part of the floodplain management measures that communities are required to adopt in order to qualify or remain qualified for participation in the National Flood Insurance Program. On 5/27/10, the president signed HR 5014 (PL 111-173), to clarify the health care provided by the secretary of Veterans Affairs that constitutes minimum essential coverage.  
Notices  
On 6/2/10, the Department of Veterans Affairs (VA) announced the implementation of a new computer program which will match personnel records of the Department of Defense with VA records of benefit recipients under the Post-9/11 GI Bill to verify eligibility for payment of benefits determined by VA under the Post-9/11 GI Bill. This match will commence 7/2/10, and will run for 18 months. FR 30915.
