On 7/7/10, the Administration for Children and Families (ACF), Department of Health and Human Services (HHS), announced a request for public comment on a new information collection, the Subsidized and Transitional Employment Demonstration and Evaluation Project, which ACF will use to identify the types of strategies to be tested within the context of current Temporary Assistance for Needy Families policies and requirements as well as recent efforts under the American Recovery and Reinvestment Act. On 7/6/10, the Department of Homeland Security (DHS) announced a request for public comment on a proposed guidance to recipients of federal financial assistance regarding Title VI’s prohibition against national origin discrimination affecting limited English proficient persons. This proposed guidance is issued pursuant to Executive Order 13166 and is consistent with the government-wide guidance previously issued by the Department of Justice. Comments are due 7/17/10. On 7/8/10, the Commission on Civil Rights announced a 7/16/10 meeting in Washington, DC, to discuss the New Black Panther Party Enforcement Project, to consider the Discovery Plan and Project Outline for a report on sex discrimination in liberal arts college admissions, and to address other matters. On 7/7/10, the National Institute of Corrections, Department of Justice, announced a solicitation of proposals from organizations, groups, or individuals to enter into a cooperative agreement for an 18-month period to begin September 2010 to continue the Norval Morris Project, which develops models and executes strategies for expediting the application of research-based innovations by addressing specific topics of vital concern to the field of corrections. On 7/8/10, the Coordinating Council on Juvenile Justice and Delinquency Prevention announced a request for public comment in connection with its assessment of federal policies and practices that affect children, youth, and families, particularly regarding the issues of at-risk youth and tribal youth in the juvenile justice system. On 7/6/10, the Social Security Administration (SSA) announced an 8/3/10 meeting in Washington, DC, of the Future Systems Technology Advisory Panel to discuss the future of systems technology and electronic services that may be developed to assist in carrying out SSA’s statutory mission. FR 38861 .
On 7/8/10, SSA announced amended final rules stating that the agency is responsible for setting the time and place for a hearing before an administrative law judge, and creating a 3-year pilot program that may provide SSA with greater flexibility in scheduling both in-person and video hearings, lead to improved efficiency in the hearing process, and reduce the number of pending hearing requests. On 7/8/10, the Department of Education announced a request for applications for new awards for fiscal year 2010 regarding two priorities – the General Disability Rehabilitation Research Projects Requirements priority, and the International Exchange of Knowledge and Experts in Disability and Rehabilitation Research priority. On 7/8/10, the Election Assistance Commission (EAC) announced a 7/27/10 meeting via webcast of the EAC Standards Board to, among other things, hear presentations from several EAC program divisions, including voting system testing and certification and overseas voting, and reports from the Standards Board Committee. Presidential Action  
On 6/30/10, the president issued a memorandum to the heads of executive departments and agencies announcing the Long-Term Gulf Cost Restoration Support Plan, a plan of federal support for the long-term economic and environmental restoration of the Gulf Coast region, in coordination with states, local communities, tribes, people whose livelihoods depend on the Gulf, businesses, conservationists, scientists, and other entities and persons. The plan will provide a comprehensive assessment of post-spill needs, as well as a proposal for federal assistance, among other things. FR 38913 .

On 7/7/10, the Health Resources and Services Administration, HHS, announced a request for public comment on a proposed project, the National Practitioner Data Bank for Adverse Information on Physicians and Other Health Care Practitioners, which acts as a flagging system to facilitate comprehensive review of practitioners’ professional credentials and background, collecting information on medical malpractice payments, adverse licensure actions, adverse clinical privileging actions, adverse professional society actions, and Medicare/Medicaid exclusions. On 7/9/10, the Centers for Disease Control and Prevention (CDC), HHS, announced a request for public comment on a proposed revision to a currently approved project, the National Health Interview Survey, a major source of general statistics on the health of the U.S. population. This revision notifies the public that the president’s fiscal year 2011 budget requests that Congress consider a budget increase for this survey for 2011. Comments are due 9/7/10. FR 39533.
On 7/9/10, the Food and Drug Administration, HHS, announced a request for public comment on a proposed information collection, the Adverse Event Pilot Program for Medical Products, which will evaluate the electronic collection of the 3500 Form for adverse events related to the use of medical products to obtain data from user facilities participating in the Medical Product Safety Network. Comments are due 9/7/10. FR 39535.
On 7/9/10, the National Committee on Vital and Health Statistics, HHS, announced a 7/19/10-7/21/10 meeting in Washington, DC, to receive industry input on a unique health plan identifier to be used in Health Insurance Portability and Accountability Act standard transactions, and on new operating rules for standards and their authoring organizations. On 7/8/10, CDC, HHS, announced a 7/29/10 meeting via teleconference of the Advisory Committee on HIV and STD Prevention and Treatment to deliberate and discuss the outcomes of an Advisory Committee workgroup that will conduct a program review providing information on the strategic realignment of funding to support priorities in sexual health and STD disparities among racial and ethnic minorities. On 7/7/10, the Department of Housing and Urban Development announced a request for public comment on a proposed information collection, the Family Self-Sufficiency Program, which promotes the development of local strategies that coordinate the use of public housing assistance and assistance under the Section 8 rental certificate and voucher programs with public and private resources to enable eligible families to achieve economic independence and self-sufficiency. On 7/8/10, U.S. Citizenship and Immigration Services (USCIS), DHS, announced a request for public comment on a proposed extension of a currently approved information collection, the Notice of Appeal of Decision Under Section 210 or 254A of the Immigration and Nationality Act, which is used by USCIS in considering appeals of denials or termination of temporary and permanent residence status by legalization applicants and special agricultural workers, and related applications for waiver of grounds of inadmissibility. On 7/9/10, USCIS, DHS, announced that the secretary of Homeland Security has extended the designation of El Salvador for temporary protected status (TPS) for 18 months from its current expiration date of 9/9/10. USCIS also announced the procedures necessary for nationals of El Salvador (or aliens having no nationality who last habitually resided in El Salvador) with TPS to re-register and to apply for an extension of their employment authorization documents with USCIS. The extension of TPS designation is effective 9/10/10 and will remain in effect through 3/9/12. FR 39556.

On 7/9/10, the United States Patent and Trademark Office (USPTO), Department of Commerce, announced that the USPTO draft strategic plan for fiscal years 2010-2015 is available for public review and comment. On 7/8/10, the U.S. Agency for International Development (USAID) announced a request for public comment on a proposed renewal of a currently approved information collection, entitled “Disaster and Emergency Relief Information,” which collects information from members of the public as it relates to in-kind donations or expressions of interest to volunteer in response to an international disaster or emergency where USAID has been tasked with relief or recovery responsibilities. On 7/8/10, USAID announced a request for public comment on a proposed renewal of a currently approved information collection, the Applicant’s Certification that It Does Not Support Terrorist Organizations or Individuals, which is used to reassure that USAID does not directly provide support to organizations or individuals that engage in terrorism, and to assure that recipients are aware of these requirements when it considers individuals or organizations as subrecipients. On 7/7/10, the Department of Education announced the requirements, definitions, eligibility criteria, and procedures for the implementation of the Civil Legal Assistance Attorney Student Loan Repayment Program, under which civil legal assistance attorneys who meet certain qualifications may have a portion of their Federal Perkins Loan, Federal Family Education Loan, and William D. Ford Federal Direct Loan program loans repaid based on qualifying full-time employment for at least three years. Applications are due 8/16/10. FR 38999

On 7/7/10, the Department of Defense (DoD) announced an 8/5/10 meeting in Arlington, VA, to review the Military Family Readiness Council’s charter, to review the status of warrior care, and to address selected concerns of military family organizations. FR 38992.
On 7/8/10, DoD announced the establishment of the charter for the Independent Panel Review of Judge Advocate Requirements of the Department of the Navy, a non-discretionary federal advisory committee established to review the judge advocate requirement of the Department of the Navy. FR 39212.

On 7/8/10, DHS announced a request for public comment on a proposed update to the DHS/Civil Rights and Civil Liberties Matters System of Records, changing the system name to the “DHS/ALL Civil Rights and Civil Liberties Records System of Records,” to reflect that the system is a Department-wide system of records and that all DHS civil rights and civil liberties records will now be covered by the system of records. On 7/8/10, DHS announced a 7/13/10 meeting in Washington, DC, of the National Infrastructure Advisory Council to discuss the efforts of two working groups in establishing critical infrastructure resilience goals and optimizing resources for mitigating infrastructure disruptions. FR 39266.
On 7/8/10, the Department of State announced an amendment to the Biometric Visa Program, determining that fingerprints and a photo image should be required as biometric identifiers, and requiring a ten-finger scan rather than the original two-finger scan. This amendment becomes effective 7/8/10. FR 39323.

On 7/6/10, the Federal Emergency Management Agency, DHS, announced a final rule identifying communities where the sale of flood insurance has been authorized under the National Flood Insurance Program that are scheduled for suspension on the effective dates listed within the rule because of noncompliance with the floodplain management requirements of the program. On 7/8/10, the Veterans’ Rural Health Advisory Committee, Department of Veterans Affairs (VA), announced a 7/19/10 meeting in Washington, DC, to discuss this year’s rural health agenda and the Committee’s 2009 Annual Report to the VA Secretary, which included formal recommendations on veteran rural health care policy.
