On 1/22/10, the Senate reached a unanimous-consent-time agreement providing that at 5:30 pm on Monday, 1/25/10, the Senate will begin consideration of the nomination of Rosanna Malouf Peterson, of Washington, to be United States District Judge for the Eastern District of Washington.
The Senate Judiciary Committee is scheduled to vote on the nominations of James A. Wynn Jr., of North Carolina, to be U.S. Circuit Judge for the 4th Circuit; and Albert Diaz, of North Carolina, to be U.S. Circuit Judge for the 4th Circuit. 1/26/10, 10 am, 226 Dirksen
The Economic Development, Public Buildings and Emergency Management Subcommittee, House Transportation and Infrastructure Committee, will hold a hearing titled “FEMA’s (Federal Emergency Management Agency) Urban Search and Rescue Program in Haiti: How to Apply Lessons Learned at Home.” 2/3/10, 2 pm, 2167 Rayburn.
On 1/25/10, the Federal Emergency Management Agency, Department of Homeland Security, announced a request for public comment on a proposed revision of a currently approved information collection entitled “Hazard Mitigation Grant Program Application and Reporting,” a post-disaster program that contributes funds toward the cost of hazard mitigation activities in order to reduce the risk of future damage, hardship, loss or suffering in any area effected by a major disaster. On 1/25/10, the Health Information Technology (HIT) Policy Committee, Department of Health and Human Services (HHS) announced several meetings of its workgroups via webcast throughout the month of February to discuss issues related to specific subject matter, including privacy and security policy, adoption/certification, and strategic planning. On 1/25/10, the HIT Standards Committee, HHS, announced 2/18/10 and 2/23/10 meetings of its workgroups via webcast to discuss issues related to their specific subject matter, including clinical operations vocabulary standards, and privacy and security standards activities. On 1/25/10, the Rural Housing Service, U.S. Department of Agriculture (USDA), announced a series of teleconference and web conference meetings during the months of January, April, July, and October regarding the USDA Section 538 Guaranteed Rural Rental Housing Program. On 1/25/10, the U.S. Patent and Trademark Office (USPTO), Department of Commerce, announced a request for public comment on a proposed information collection which gathers information requirements related to civil actions and claims involving current and former USPTO employees, and needed for current and former USPTO employees to properly forward service and demands to the Office of General Counsel, report unauthorized testimony, and request indemnification. On 1/25/10, the State Department announced the delegation to the coordinator of the Bureau of International Information Programs the functions and authorities related to the dissemination of information abroad about the United States, and related to the National Endowment for Democracy Act grant program. On 1/25/10, the State Department announced a 2/3/10 meeting in Washington, DC, of a study group of the Department of State Advisory Committee on Private International Law to discuss the treatment of IP-secured financing practices in the United Nations Commission on International Trade Draft Legislative Guide on Secured Transactions. On 1/11/10, the State Department announced the waiver of the restriction on assistance to the central government of Egypt. FR 3953.
Presidential Action
On 1/25/10, the president issued a memorandum to the heads of executive departments and agencies directing a review of certifications of non-delinquency in taxes that companies bidding for federal contracts are required to submit; directing that the commissioner report back within 90 days on the overall accuracy of contractors’ certification; and directing the director of the Office of Management and Budget to evaluate practices of contracting officers and debarring officials in response to contractors’ certifications of serious tax delinquencies and to provide recommendations on process improvements to ensure these contractors are not awarded new contracts. On 1/25/10, the Department of Veterans Affairs (VA) announced the availability of funds for applications for assistance under the “Capital Grant” and “Per-Diem Only” components of VA’s Homeless Providers Grant and Per Diem Program. Applications are due 3/31/10. FR 3968- 3970.
