On 2/24/10, the House passed, by a 406-19 vote, HR 4626, to restore the application of the federal antitrust laws to the business of health insurance to protect competition and consumers.

On 2/24/10, the Senate passed, by a 70-28 vote, the amended version of HR 2847, the "Jobs for Main Street Act."
On 2/25/10, the Administration for Children and Families (ACF), Department of Health and Human Service (HHS), announced a final rule enabling tribes and tribal organizations currently operating comprehensive tribal child support enforcement programs under Title IV-D of the Social Security Act to apply for and receive direct federal funding for the costs of automated data processing. This final rule becomes effective 2/25/10. FR 8508
On 2/25/10, ACF, HHS, announced a request for public comment on a submitted information collection, the State Self-Assessment Review and Report, which collects information required to determine if states are complying with federal child support mandates and providing the best services possible. On 2/25/10, the Centers for Disease Control and Prevention, HHS, announced a request for public comment on a proposed project entitled a “Controlled Evaluation of Expect Respect Support Groups: Preventing and Interrupting Dating Violence Among At-Risk Middle and High School Students,” which will evaluate whether or not the effectiveness of Expect Respect Support Groups is enhanced by the presence of universal, school-wide prevention programs, and will examine whether participants with different characteristics respond differently to the intervention. On 2/24/10, the Senate received the nominations of Robert Neil Chatigny, of Connecticut, to be United States Circuit Judge for the Second Circuit; Goodwin Liu, of California, to be United States Circuit Judge for the Ninth Circuit; William Joseph Martinez, of Colorado, to be United States District Judge for the District of Colorado; Gary Scott Feinerman, of Illinois, to be United States District Judge for the Northern District of Illinois; and Sharon Johnson Coleman, of Illinois, to be United States District Judge for the Northern District of Illinois.
On 2/24/10, the Senate Judiciary Committee concluded a hearing to examine the nominations of Brian Anthony Jackson, of Louisiana, to be United States District Judge for the Middle District of Louisiana; Elizabeth Erny Foote, of Louisiana, to be United States District Judge for the Western District of Louisiana; Marc T. Treadwell, of Georgia, to be United States District Judge for the Middle District of Georgia; Josephine S. Tucker, of California, to be United States District Judge for the Central District of California; and Mark A. HR 4688 ( Sestak, D-PA), to amend the Second Chance Act of 2007 to reauthorize the grants program carried out by the secretary of Labor to provide mentoring, job training and job placement services, and other comprehensive transitional services to assist eligible offenders in obtaining and retaining employment, and to require a study on best practices by nonprofit organization participating in such grants program; to Judiciary. On 2/25/10, the Health Resources and Services Administration (HRSA), HHS, announced a request for public comment on a proposed information collection, entitled the “HRSA AIDS Education and Training Centers Evaluation Activities,” which provides information on the number of AIDS training events, and technical assistance activities conducted by each regional center, the number of AIDS assistance activities conducted by each regional center, the number of health care providers receiving professional AIDS training or consultation, and the time and effort expended on different levels of training and consultation activities. On 2/25/10, the United States Patent and Trademark Office, Department of Commerce, announced a request for public comment on Inventors Choice Funds (ICF) International’s Methodology Report, in which ICF recommends methodologies for addressing various topics related to estimating the patent-related burdens imposed on the public as reflected in information collection requests. On 2/24/10, the Senate Foreign Relations Committee approved S Res 414, expressing the sense of the Senate on the recovery, rehabilitation, and rebuilding of Haiti following the humanitarian crisis caused by the 1/12/10 earthquake; S 2961, to provide debt relief to Haiti; S Res 400, urging the implementation of a comprehensive strategy to address instability in Yemen; and S Res 404, supporting full implementation of the Comprehensive Peace Agreement and other efforts to promote peace and stability in Sudan.
On 2/24/10, the House passed, by a 415-3 vote, H Res 944, to express the sense of the House of Representatives on religious minorities in Iraq.
On 2/24/10, the Senate passed HR 3961, to extend expiring provisions of the USA PATRIOT Improvement and Reauthorization Act of 2005 and Intelligence Reform and Terrorism Prevention Act of 2004 until 2/28/11.
On 2/25/10, the Department of Veterans Affairs (VA), announced a 3/1/10-3/2/10 meeting in Washington, DC, of the Research Advisory Committee on Gulf War Veterans’ Illnesses to review VA program activities related to Gulf War veterans’ illnesses and updates on relevant scientific research published since the last committee meeting, as well as to hear presentations and discussion of background information on related topics. On 2/25/10, the VA announced a 3/2/10-3/3/10 meeting in Johnson City, TN, of the Veterans’ Rural Health Advisory Committee to hear from the chairman, the acting director of the VA Office of Rural Health, and the directors of the three Veterans Rural Health Resource Centers, to hear a panel discussion on the opportunities and challenges of VA collaboration with rural community partners, and to discuss the 2010 work plan and priorities.
