On 2/18/10, the Equal Employment Opportunity Commission announced a request for public comment on a proposed rulemaking to address the meaning of “reasonable factors other than age” under the Age Discrimination in Employment Act. Comments are due 4/19/10. FR 7212.
On 2/17/10, the U.S. Election Assistance Commission announced a 2/19/10 meeting in Washington, DC, to discuss a draft Maintenance of Expenditure/Effort Policy, to consider posting draft policy for public comment, and to consider administrative matters. FR 7150.
On 2/19/10, the Department of Health and Human Services (HHS) announced a 3/9/10-3/10/10 meeting in Washington, DC, of the Secretary’s Advisory Committee on Human Research Protections to hear a summary of public comments received on the Institutional Review Board (IRB) Continuing Review of Research and the IRB Approval of Research with Conditions, to examine the context for resolution of regulatory harmonization issues, and for other matters. On 1/18/10, the Employment and Training Administration, Department of Labor, announced the new 2010 Adverse Effect Wage Rates and the 2010 maximum allowable meal and travel subsistence charges applicable to employers seeking to employ H-2A nonimmigrant workers to perform agricultural labor in the United States on a temporary or seasonal basis. These rates and charges become effective 3/15/10. FR 7293.
On 1/19/10, the Wage and Hour Division, Employment and Training Administration, Department of Labor, announced three public briefings to education shareholders, program users, and other interested members of the public on applying for H-2A temporary labor certifications, and on changes to the H-2A Program made by a final rule which governs the certification of temporary employment of nonimmigrant workers in temporary or seasonal agricultural employment. As currently planned, the three briefings will take place on 2/23/10 in San Diego, CA; 2/25/10 in Dallas, TX; and 3/2/10 in Raleigh, NC. FR 7367.
On 2/18/10, the Bureau of Indian Affairs (BIA), Department of the Interior, announced a request for public comment on a renewal of a currently approved information collection, the Acquisition of Trust Land Form, which allows BIA to ensure compliance with regulatory and statutory requirements for taking land into trust on behalf of individual Indians or Indian tribes. On 2/19/10, BIA, Department of the Interior, announced a request for public comment on the renewal of a currently approved information collection regarding payment for appointed counsel in involuntary Indian child custody proceedings in state courts. Comments are due 3/22/10. FR 7514.
Presidential Action  
On 2/3/10, the president issued a memorandum to the secretary of State determining and certifying that the agreement between the government of India and the International Atomic Energy Agency for the Application of Safeguards to Civilian Nuclear Facilities has entered into force. FR 7337.
On 2/19/10, the U.S.-China Economic and Security Review Commission announced a 2/25/10 public hearing in Washington, DC, to address the issue “U.S. Debt to China: Implications and Repercussions.” FR 7543.
On 2/19/10, the Substance Abuse and Mental Health Services Administration, HHS, announced a 3/8/10 meeting in Rockville, MD, of the Drug Testing Advisory Board to discuss the Mandatory Guidelines for Federal Workplace Drug Testing Guidelines, to review the National Laboratory Certification Program planned implementation of the revised Mandatory Guidelines, to hear an update on the revised Federal Custody and Control Form, and for other matters.
