Hearings
The Senate Banking, Housing and Urban Affairs Committee will hold a hearing titled “Implications of the ‘Volcker Rules’ for Financial Stability.” President Obama called his new proposal to limit the size and risk of big U.S. banks the ‘Volcker Rule,’ named for former Federal Reserve Chairman Paul Volcker. 2/4/10, 10 am, 538 Dirksen.
The Senate Commerce, Science and Transportation Committee will hold a hearing titled “Financial Services and Products: The Role of the Federal Trade Commission in Protecting Consumers.” 2/4/10, 2:30 pm, 253 Russell.

Public Laws
On 1/27/10, the president signed S 2949 (PL 111-127) -- the Emergency Aid to American Survivors of the Haiti Earthquake Act -- to amend Section 1113 of the Social Security Act to provide authority for increased fiscal year 2010 payments for temporary assistance to U.S. citizens returning from foreign countries as a result of a crisis, and to provide necessary funding to avoid shortfalls in the Medicare cost-sharing program for low-income qualifying individuals.

On 2/1/10, USCIS, DHS, announced a request for public comment on a submitted information collection, the Application for Replacement Naturalization/Citizenship Document, which is used to apply for a replacement of a Declaration of Intention, Certificate of Citizenship, or Replacement Certificate, or to apply for a special certificate of naturalization as a U.S. citizen to be recognized by a foreign country. On 2/1/10, U.S. Customs and Border Protection (CBP), DHS, announced a request for public comment on a proposed extension with new provisions to a previously approved information collection, the Visa Waiver Program Carrier Agreement. The new provisions to the agreement include, among other things, the requirement that carriers not transport to the United States any alien traveling under the program without authorization via the Electronic System for Travel Authorization. On 2/1/10, the United States Patent and Trademark Office (USPTO) announced an extended deadline on a request for public comment on the publication of an advance notice of proposed rulemaking considering potential modifications to rules governing practice before the Board of Patent Appeals and Interferences in ex parte patent appeals. Comments are now due 2/26/10. FR 5012.
On 2/1/10, USPTO announced an extended deadline on a request for public comment with respect to methods that may be employed by applicants and USPTO to enhance the quality of issued patents, to identify appropriate indicia of quality, and to establish metrics for the measurement of the indicia. Comments are now due 3/8/10. FR 5040.
On 2/1/10, USPTO announced the extension of the Patent Application Backlog Reduction Stimulus Plan, which became effective 11/27/09 to allow small entity applicants having multiple applications currently pending before USPTO to have greater control over the priority with which their applications are examined while also stimulating a reduction of the backlog of unexamined patent applications pending before USPTO. The extension on the plan becomes effective 2/1/10. FR 5041.
