On 12/15/10, the House passed S 3036, the National Alzheimer’s Project Act, to establish the National Alzheimer’s Project.
On 12/16/10, the Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS), announced modifications of the Base Flood Elevations (BFEs) for specific communities due to new scientific and/or technical data, and as a result, new flood insurance premium rates to be calculated from the modified BFEs for new buildings and their contents. On 12/16/10, FEMA, DHS, announced proposed flood elevation determinations for specified communities, to be used by insurance agents and others to calculate appropriate flood insurance premium rates for new buildings and the contents in those buildings. Comments are due 3/16/11. FR78654.

On 12/15/10, the House passed, in a 250-175 vote, HR 2965, a bill which provides for the repeal of the statute commonly referred to as "Don’t Ask, Don’t Tell," which bans gays from serving in the military.

On 12/16/10, the Substance Abuse and Mental Health Services Administration (SAMHSA), Department of Health and Human Services (HHS), announced a request for public comment on a new information collection, National Survey on Drug Use and Health: Methodological Field Tests, the results of which are used by SAMHSA, federal government agencies, and other organizations and researchers to establish policy, direct program activities, and better allocate resources. On 12/16/10, the House passed, in a 277-148 vote, HR 4853, the Middle Class Tax Relief Act of 2010.
On 12/15/10, the House passed H. Res. 1757, to provide for the approval of final regulations issued by the Office of Compliance to implement the Veterans Employment Opportunities Act of 1998 that apply to the House of Representatives and employees of the House of Representatives.
On 12/15/10, the House passed S. Con. Res. 77, to provide for the approval of final regulations issued by the Office of Compliance to implement the Veterans Employment Opportunities Act of 1998 that apply to certain legislative branch employing offices and their covered employees.
On 12/16/10, the House passed, in a 409-3 vote, S. 3447, the Post-9/11 Veterans Educational Assistance Improvements Act of 2010 , to amend Title 38, United States Code, to improve educational assistance for veterans who served in the Armed Forces after 9/11/01.
