On 12/15/10, the Minority Business Development Agency, Department of Commerce, announced a request for public comment on a proposed information collection, Survey of Minority-Owned Business Participation, Opportunities and Barriers to Global Commerce, to provide information on the markets minority businesses are exporting goods to, job creation as a result of export activity, exporting minority business industries, and barriers and opportunities to exporting. On 12/14/10, the Senate passed S 4005, the Preserving Foreign Criminal Assets for Forfeiture Act, to prevent the proceeds or instrumentalities of foreign crime located in the United States from being shielded from foreign forfeiture proceedings.

On 12/15/10, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Department of Justice (DOJ), announced a request for public comment on a new information collection, Letter Requesting Supporting Documents Identifying a Legal Entity, for ATF to use to determine the lawful existence and validity of a legal entity before ATF approves the transfer of an NFA firearm to that entity. On 12/15/10, the Department of State announced a 1/6/11 – 1/7/11/ meeting of the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) Scientific Advisory Board, in Washington, D.C., to discuss PEPFAR-funded evaluations, priority setting within HIV/AIDS Care, treatment and prevention areas, and recommendations to the Ambassador on the future direction of evaluation and research within PEPFAR. On 12/15/10, the Senate Committee on Foreign Relations approved the following business items: S 3798, to authorize appropriations of United States assistance to help eliminate conditions in foreign prisons and other detention facilities that do not meet minimum human standards of health, sanitation, and safety; S Con Res 71, recognizing the United States national interest in helping to prevent and mitigate acts of genocide and other mass atrocities against civilians, and supporting and encouraging efforts to develop a whole of government approach to prevent and mitigate such acts; and S 2982, to combat international violence against women and girls.

On 12/14/10, the House passed S 3794, the FOR VETS Act of 2010, to amend Chapter 5 of Title 40, United States Code, to include organizations whose membership comprises substantially veterans as recipient organizations for the donation of federal surplus personal property through state agencies.
