On 12/13/10, the Environmental Protection Agency (EPA) announced that the EPA-approved state implementation plans (SIP) of 13 states are substantially inadequate to meet Clean Air Act (CAA) requirements because they do not apply Prevention of Significant Deterioration requirements to greenhouse gas emitting sources, and issued a call for revised SIPs to correct such inadequacies.
