On 8/25/09, the president issued a proclamation declaring 8/26/09 to be “Women’s Equality Day,” and calling upon the people of the United States to celebrate the achievements of women and to recommit themselves to the goal of true gender equality in the United States. FR 44721.
On 8/28/09, the Social Security Administration (SSA) announced a renewal of an existing Office of Child Support Enforcement/Department of Health and Human Services (HHS)/Administration for Children and Families computer matching program that assists SSA in establishing or verifying eligibility or payment amounts under the Supplemental Security Income program and the Disability Insurance program, and in administering the Ticket to Work and Self-Sufficiency program. On 8/31/09, the Office of Community Oriented Policing Services (COPS), Department of Justice (DOJ), announced a request for public comment on several submitted information collections, the COPS Application Guide, the COPS Budget Detail Worksheets, and the COPS Application Attachment, which are completed by law enforcement agencies and other public and private entities that apply for COPS Office grants or cooperative agreements. On 8/31/09, the Office of Justice Programs (OJP), DOJ, announced a request for public comment on an extension of a currently approved information collection, the OJP Standard Assurances Form, which obtains the assurance and certification of each applicant for OJP funding that it will comply with the various cross-cutting regulatory and statutory requirements that apply to OJP grantees, and sets out in one easy-to-reference document those requirements that most frequently impact OJP grantees. On 8/28/09, the SSA announced a 9/16/09-9/17/09 meeting of the Occupational Information Development Advisory Panel in Los Angeles, CA, to hear presentations on information required for a proposed occupational information system and user needs outreach plan; to discuss, deliberate, and vote on core recommendations to be included in the upcoming report to the agency; and for other matters. On 8/28/09, the Centers for Medicare and Medicaid Services, HHS, announced a request for public comment on several proposed information collections, including the Home Health Agency Survey and Deficiencies Report, the State Medicaid Eligibility Quality Control Sampling Plan and Supporting Regulations, the Electronic Health Records, the Social Security Office Report of State Buy-in Problem and Supporting Regulations, and other collections. On 8/28/09, HHS announced a request for public comment on proposed revisions to the Adolescent Family Life Care and Prevention End of Year Report Templates that will reduce redundancy and lessen the number of burden hours reported. Comments are due 9/27/09. FR 44365.
On 8/28/09, the Health Resources and Services Administration (HRSA), HHS, announced a policy information notice describing the documentation that will be considered by HRSA to establish whether an organization can qualify as a “public agency” for the purpose of determining eligibility for a Health Center Program grant under the Public Health Service Act and/or for a Federally Qualified Health Center Look-Alike designation. On 8/31/09, the Office of Research Integrity, HHS, announced proposed revisions to the system of records entitled “Public Health Service Records Related to Inquiries and Investigations of Scientific Misconduct,” which will change the routine uses and title of the system to “HHS Records Related to Research Misconduct Proceedings” and update the system to reflect current practices and procedures. On 9/1/09, the Food and Drug Administration, HHS, announced a request for public comment on an extension of a submitted information collection, the Prescription Drug Marketing Act of 1987, which aims to ensure that drug products purchased by consumers are safe and effective, and to avoid an unacceptable risk that counterfeit, adulterated, misbranded, subpotent, or expired drugs are sold. On 8/31/09, the Centers for Disease Control and Prevention (CDC), HHS, announced a request for public comment on a proposed project entitled “Promoting HIV Testing Among Low Income, Young, Heterosexual Black Men,” which aims to elicit attitudes about HIV Testing among a community-based sample of non-Hispanic black, heterosexual men aged 18-25 who were recently arrested and/or released from jail or prison. On 9/1/09, the CDC, HHS, announced a request for public comment on a proposed project, the Evaluation of Pharmacy Syringe Access Linked to HIV Testing for Injection Drug Users in New York City, which will use interviews and pilot programs to test the effectiveness of HIV referrals, counseling, and testing on injection-drug-using syringe customers. On 8/28/09, the Department of Housing and Urban Development announced a delay of the effective date of the 1/27/09 final rule entitled “Refinement of Income and Rent Determination Requirements in Public and Assisted Housing Programs” to review the subject matter of the final rule and to consider public comments on the regulatory amendments made. The final rule will now become effective 1/31/10. FR 44285.
On 8/28/09, U.S. Citizenship and Immigration Services (USCIS), Department of Homeland Security (DHS), announced a request for public comment on two submitted information collections, the Petition to Classify Orphan as an Orphan and the Application for Advance Processing of Orphan Petition, which are used to determine whether an alien is an eligible orphan, and to streamline the procedure for advance processing of orphan petitions. On 8/28/09, USCIS, DHS, announced a request for public comment on a submitted information collection, the Petition to Remove Conditions on Residence, which is used by USCIS to verify the petitioner’s status and to determine whether the conditional resident is eligible to have his or her status removed. On 8/28/09, USCIS, DHS, announced a request for public comment on a submitted information collection, the Application to Register Permanent Residence or Adjust Status, which is used to determine eligibility to adjust status under the Immigration and Nationality Act. Comments are due 9/28/09. FR 44375.
On 9/1/09, USCIS, DHS, announced a request for public comment on an extension of a currently approved information collection, the Waiver of Rights, Privileges, Exemptions and Immunities, which is used by USCIS to determine eligibility of an applicant to retain the status of an alien lawfully admitted to the United States for permanent residence. Comments are due 10/1/09. FR 45228.
On 8/28/09, the Millennium Challenge Corporation (MCC) announced a 9/9/09 meeting in Washington, DC, of the board of directors to initiate the fiscal year 2010 country selection process by identifying countries that will be candidates for Millennium Challenge Account (MCA) assistance in fiscal year 2010, to discuss other compact development efforts with MCA-eligible countries, to discuss the MCC’s Threshold Program, and to consider administrative matters. On 9/1/09, the State Department announced a request for public comment on a proposed information collection, the Emergency Loan Application and Evacuation Documentation, which will be used to process emergency loans for destitute citizens and to document the safe and efficient evacuation of private United States citizens, dependents, and third country nationals from abroad. On 8/31/09, DHS issued several final rules amending its regulations to exempt portions of DHS, U.S. Customs and Border Protection, and USCIS systems of records, including the Electronic System for Travel Authorization System of Records; the Law Enforcement Support Center Alien Criminal Response Information Management System of Records; the Search, Arrest, and Seizure System of Records; the Confidential and Other Sources of Information System of Records; and the Criminal Investigation Information System of Records, among others. On 8/31/09, the Federal Emergency Management Agency (FEMA), DHS, announced a final rule establishing an option for arbitration under the Public Assistance program administered by FEMA. Public Assistance grant award determinations related to Hurricanes Katrina and Rita under major disaster declarations are eligible for arbitration within the limits set by this rule. On 8/31/09, the CDC, HHS, announced a two-year renewal of the Advisory Board on Radiation and Worker Health, which will now run through 8/3/11. FR 44856.
On 9/1/09, FEMA, DHS, announced a final rule identifying communities, where the sale of flood insurance has been authorized under the National Flood Insurance Program, that are scheduled for suspension on the effective dates listed within this rule because of noncompliance with the floodplain management requirements of the program. On 8/28/09, the Department of Veterans Affairs (VA) announced the adoption of and amendments to an interim final rule that governs the provision of medications to veterans when medication is prescribed by physicians who are not employees of nor providing care under contract with the VA. This final rule became effective 8/28/09. FR 44290.
On 8/31/09, the Substance Abuse and Mental Health Services Administration, HHS, announced a request for public comment on proposed revisions to the Jail Diversion and Trauma Recovery Priority to Veterans Program Evaluation. The current proposal requests include replacing the trauma screen with a new set of traumatic event questions to better reflect the experiences of the target population. Comments are due 9/30/09. On 8/31/09, the VA announced a 9/16/09-9/17/09 meeting in Washington, DC, of the Advisory Committee on Gulf War Veterans to finalize the committee’s report to the secretary of Veterans Affairs. FR 44901.
