On 11/21/09, the Senate reached a unanimous-consent-time agreement providing that at 11:30 am on Tuesday, 12/1/09, the Senate will begin consideration of the nomination of Jacqueline H. Nguyen, of California, to be United States District Judge for the Central District of California.
On 11/21/09, the Senate confirmed, by voice vote, the nominations of Abdul K. Kallon, of Alabama, to be United States District Judge for the Northern District of Alabama; and Christina Reiss, of Vermont, to be United States District Judge for the District of Vermont.

On 11/23/09, the Department of Health and Human Services (HHS) announced a request for public comment on a proposed rulemaking which would amend the rule governing the separation that must exist between a recipient of HHS funds to implement HIV/AIDS programs and activities under the United States Leadership Against HIV/AIDS, Tuberculosis and Malaria Act of 2003 and an affiliate organization that engages in activities that are not consistent with a policy opposing prostitution and sex trafficking. On 11/23/09, the Office of Foreign Assets Control (OFAC), Department of the Treasury, announced a final rule amending the Global Terrorism Sanctions Regulations to define the term “financial, material, or technological support,” as it is used in the regulations. On 11/23/09, OFAC, Department of the Treasury, announced a request for public comment on an interim final rule which makes technical changes to certain sections of the Sudanese Sanctions Regulations and the Iranian Transactions Regulations relating to the Trade Sanctions Reform and Export Enhancement Act of 2000.
