On 11/17/09, the Senate agreed, by a 70-29 vote, to the motion to close further debate on the nomination of David F. Hamilton, of Indiana, to be U.S. Circuit Judge for the 7th Circuit and reached a unanimous consent agreement for further consideration of the nomination at approximately 11:30 am on 11/18/09.
On 11/17/09, the Task Force on Judicial Impeachment, House Judiciary Committee, met to consider possible impeachment of G. Thomas Porteous Jr., United States District Judge for the Eastern District of Louisiana. The Task Force met again today.

On 11/18/09, the Food and Drug Administration (FDA), Department of Health and Human Services (HHS), announced a memorandum of understanding between FDA and Waterfront Media, which will extend the reach of FDA consumer health information to provide consumers with better information and timely content concerning public health and safety topics, including alerts of emerging safety issues and product recalls. On 11/18/09, the Indian Health Service (IHS), HHS, announced a request for public comment on a proposed information collection, the Office of Urban Indian Health Programs Uniform Data System, which contains the annual reporting requirements for the cluster of primary health care, case management, outreach and referral grantees funding by the HIS. On 11/18/09, the Department of Housing and Urban Development (HUD) announced the availability on its website of the applicant information, submission deadlines, funding criteria and other requirements for HUD’s HOPE IV Main Street Grants program for fiscal year 009. On 11/17/09, the Senate Foreign Relations Committee approved several bills, including S 1739, to promote freedom of the press around the world; S Res 341, supporting peace, security, and innocent civilians affected by conflict in Yemen; S 1524, to strengthen the capacity, transparency, and accountability of U.S. foreign assistance programs to effectively adapt and respond to new challenges of the 21 st century; and the Hague Convention on the International Recovery of Child Support and Other Forms of Family Maintenance.

On 11/17/09, the House Committee on Homeland Security approved several bills, including HR 3239, to require the secretary of Homeland Security, in consultation with the secretary of State, to submit a report on the effects of the Merida Initiative on the border security of the United States; and HR 3963, the Criminal Investigative Training Restoration Act.
On 11/18/09, the Substance Abuse and Mental Health Services Administration, HHS, announced a request for public comment on a submitted project, entitled “Recovery Services for Adolescents and Families,” which will conduct a data collection on the helpfulness of innovative forms of recovery support services for young people and their families after leaving substance abuse treatment. On 11/17/09, the Senate passed, by a unanimous vote of 100-0, HR 3082, making appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending 9/30/10.
On 11/17/09, the Senate adopted an amendment to HR 3082, the Military Construction and Veterans Affairs Appropriations Act of 2009, which makes available $5 million for grants to community-based organizations and state and local government entities to conduct outreach to veterans in underserved areas.
