On 11/7/09, the House passed, by a 220-215 vote, HR 3962, the Affordable Health Care for America Act , which includes provisions to extend federal antitrust enforcement over health insurers and medical malpractice insurance issuers with a limited number of safe harbor exceptions for certain precompetitive conduct by insurers.

On 11/7/09, the House passed, by a 240-194-1 vote, an amendment to HR 3962, the Affordable Health Care for America Act, which codifies the Hyde Amendment, prohibiting federal funds for abortion services in the public option, and prohibiting individuals who receive affordability credits from purchasing a plan that provides elective abortions.

On 11/9/09, the Department of Housing and Urban Development announced a supplement to four earlier notices published in the Federal Register that provided guidance to allow public housing agencies (PHAs) in the most heavily impacted areas of Louisiana and Mississippi affected by Hurricanes Katrina and Rita to combine Housing Choice Voucher and public housing operating and capital funds to assist families who were receiving housing assistance under the U.S. Housing of 1937 immediately prior to Hurricanes Katrina or Rita and were displaced from their housing by the hurricanes.
