On 11/7/09, the House passed, by a 220-215 vote, HR 3962, the Affordable Health Care for America Act , which includes provisions to extend federal antitrust enforcement over health insurers and medical malpractice insurance issuers with a limited number of safe harbor exceptions for certain precompetitive conduct by insurers.

On 11/9/09, the ACF, HHS, announced a request for public comment on a proposed information collection, the Tax Refund Offset Program and Administration Offset Programs, which will collect past-due child support by intercepting certain federal payments, including federal tax refunds, for parents who have been ordered to pay child support and who are behind in paying the debt. On 11/7/09, the House passed, by a 240-194-1 vote, an amendment to HR 3962, the Affordable Health Care for America Act, which codifies the Hyde Amendment, prohibiting federal funds for abortion services in the public option, and prohibiting individuals who receive affordability credits from purchasing a plan that provides elective abortions.
On 11/9/09, the National Institutes of Health, HHS, announced a 12/3/09 meeting in Bethesda, MD, of the National Science Advisory Board for Biosecurity (NSABB) to hear federal responses to NSABB reports, to discuss activities of the Working Groups on Outreach and Education and on International Engagement, and for other matters. On 11/9/09, the Department of Housing and Urban Development announced a supplement to four earlier notices published in the Federal Register that provided guidance to allow public housing agencies (PHAs) in the most heavily impacted areas of Louisiana and Mississippi affected by Hurricanes Katrina and Rita to combine Housing Choice Voucher and public housing operating and capital funds to assist families who were receiving housing assistance under the U.S. Housing of 1937 immediately prior to Hurricanes Katrina or Rita and were displaced from their housing by the hurricanes. On 11/9/09, the Department of Education announced a request for public comment on a revision to the Free Application for Federal Student Aid (FAFSA), which collects the data necessary to determine a student’s eligibility for participation in a number of federal student assistance programs identified in the Higher Education Act.
