On 10/29/08, the Federal Deposit Insurance Corporation announced an interim rule, effective 10/23/08, establishing the Temporary Liquidity Guarantee Program. Comments are due 11/13/08. FR 64180.
Criminal Law
On 11/3/08, the Office of Justice Programs, Department of Justice, announced that the Review Panel on Prison Rape will hold a hearing on 11/14/08 in Culpepper, VA. FR 65404.
Election Law
On 11/3/08, the Election Assistance Commission announced that it has renewed the charter for the Standards Board for a two-year period through 10/27/10. FR 65299.
Health Law  
On 10/30/08, the Substance Abuse and Mental Health Services Administration, Department of Health and Human Services, announced an information collection on the Cross-Site Evaluation of the Minority Substance Abuse/HIV/Hepatitis Prevention Program. Comments and recommendations due 12/1/08. FR 64622.

On 10/31/08, the president declared November 2008 as National Alzheimer’s Disease Awareness Month.

International Law
On 10/30/08, the Department of State announced a final rule, effective 10/30/08, regarding incoming parental abduction cases pursuant to the Hague Convention on the Civil Aspects of International Child Abduction. FR 64539.  
Presidential Action  
On 10/28/08, the president determined not to provide certain FY09 funding for the governments of Burma, the Democratic People’s Republic of Korea, and Syria, until each government complies with the minimum standards or makes significant efforts to bring itself into compliance with the Trafficking Victims Protection Act of 2000. FR 63839.
On 10/31/08, the president continued the declaration of a national emergency with respect to Sudan.
