On 8/8/08, the Administration for Children and Families, Department of Health and Human Services, proposed to revise the Temporary Assistance for Needy Families (TANF) program regulations to eliminate the provision that allows a State to receive additional caseload reduction credit for excess maintenance-of-effort expenditures. On 8/8/08, the United States Sentencing Commission requested comments for its proposed priorities for the amendment cycle ending 5/1/09. Comments due 9/8/08. FR 46341.

On 8/12/08, the president signed S 3294 (PL 110-312), the United States Parole Commission Extension Act of 2008.  
On 7/31/08, the Office of Justice Programs, Department of Justice, proposed a rule to amend regulations that govern the operating policies of criminal intelligence systems that receive federal funding under the Omnibus Crime Control and Safe Streets Act of 1968, as amended. Comments are due 9/2/08. FR 44673.
On 8/11/08, the National Institute of Corrections, Department of Justice, announced a request for proposals to work with an advisory team of experts on gender-informed policy and practice. Applications are due 8/22/08. FR 46649.
On 8/20/08, the Coordinating Council on Juvenile Justice and Delinquency Prevention announced a public meeting to be held on 9/12/08. FR 49175.
On 8/13/08, the Department of Housing and Urban Development announced funding availability for the Continuum of Care Homeless Assistance Program. Applications are due 9/26/08. FR 47204.
Immigration Law
On 8/20/08, the Department of State announced a final rule to generally require all applicants for nonimmigrant visas, with certain exceptions, to provide a set of ten scanned fingerprints as part of the application process under the Immigration and Nationality Act. FR 49091.
On 8/20/08, the US Citizenship and Immigration Services, Department of Homeland Security, proposed to amend its requirements affecting temporary non-agricultural workers within the H-2B nonimmigrant classification and their US employers. Comments are due 9/19/08. FR 49109.

Presidential Action
On 8/12/08, the president signed S 3295 (PL 110-313), to amend Title 35, United States Code, and the Trademark Act of 1946 to provide that the Secretary of Commerce, in consultation with the Director of the United States Patent and Trademark Office, shall appoint administrative patent judges and administrative trademark judges, and for other purposes.
On 8/14/08, the Patent and Trademark Office, Department of Commerce, announced the adjustment of certain patent fee amounts for FY09 to reflect fluctuations in the Consumer Price Index. Effective 10/2/08. FR 47534.
On 8/14/08, the Patent and Trademark Office, Department of Commerce, announced changes to representation of others before the U.S. Patent and Trademark office, including new rules governing the conduct of disciplinary investigations. Effective 9/15/08. FR 47650.
On 8/19/08, the Copyright Office, Library of Congress, announced that the Copyright Royalty Judge referred material questions of substantive law to the Register of Copyrights concerning the division of authority between the Judges and the register of Copyrights under the section 115 statutory license. International Law  
On 8/15/08, the Department of State announced an interim final rule amending regulations regarding incoming parental abduction cases pursuant to the Hague Convention on the Civil Aspects of International Child Abduction. Effective as of 8/15/08. Comments are due 9/15/08. FR 47829.

Legal Services Corporation
On 8/14/08, the Legal Services Corporation proposed revisions to its regulations on procedures for disclosure of information under the Freedom of Information Act to implement changes in that law made by the OPEN Government Act of 2007. Comments are due 9/15/08. FR 47564.
On 8/14/08, the Legal Services Corporation announced a meeting of the Board of Directors to be held via conference call on 9/18/08. The board will consider an act on whether to authorize the transfer or reprogramming of LSC’s FY08 Loan Repayment Assistance Program funs to LSC’s FY09 Management and Administration Budget. FR 47632.
Substance Abuse
On 8/11/08, the Substance Abuse and Mental Health Services Administration (SAMHSA), Department of Health and Human Services, proposed matching requirements for specific SAMHSA discretionary grant funding opportunities. Comments are due within 60 days of this notice, FR 46634.
On 8/13/08, the Leadership Conference on Medical Education in Substance Abuse, Office of National Drug Control Policy, announced a White House Leadership Summit on Screening and Brief Intervention for Substance Abuse to be held on 9/5/08. FR 47243.
