On 4/15/11, the Civil Rights Division, Department of Justice (DOJ), announced a final rule, effective immediately, to revise the DOJ ‘‘ Procedures for the Administration of Section 5 of the Voting Rights Act of 1965, ’’ to clarify the scope of Section 5 review based on recent amendments to Section 5, and for other reasons. On 4/18/11, the Department of Justice (DOJ) announced a request for public comment on a new information collection, National Survey of Youth in Custody, 2011–2012, to develop and implement surveys to produce estimates for the incidence and prevalence of sexual assault within juvenile correctional facilities as required under the Prison Rape Elimination Act of 2003. On 4/19/11, the Centers for Medicare and Medicaid Services (CMS), HHS, announced a final rule to revise Medicaid regulations for Mechanized Claims Processing and Information Retrieval Systems, and to modify regulations so that the enhanced Federal financial participation (FFP) is available for design, development and installation or enhancement of eligibility determination systems until 12/31/15. On 4/15/11, the Centers for Medicare and Medicaid Services (CMS), Department of Health and Human Services (HHS), announced, effective 6/6/11, revisions to the Medicare Advantage (MA) program (Part C) and Prescription Drug Benefit Program (Part D), specifically to clarify various program participation requirements; make changes to strengthen beneficiary protections; and remove consistently poor performers; and other clarifications and technical changes. On 4/18/11, the Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS), announced proposed and final Base Flood Elevations (BFEs) for specified communities, which are the basis for the floodplain management measures that each community is required either to adopt or to show evidence of being already in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program (NFIP). On 4/19/11, USCIS, DHS, announced a request for public comment on a proposed information collection, Application for Posthumous Citizenship, used to determine an applicant’s eligibility to request posthumous citizenship status for a decedent and to determine the decedent’s eligibility for such status. On 4/19/11, USCIS, DHS, announced a request for public comment on a proposed information collection, Request to Enforce Affidavit of Financial Support and Intent to Petition for Custody for Public Law 97–359 Amerasian, used by applicants to ensure the financial support of a U.S. citizen, without which the USCIS is not able to ensure a child does not become a public charge. Indian Affairs

On 4/18/11, the Bureau of Indian Affairs (BIA), Department of the Interior, announced a request for public comment on a proposed information collection, the Housing Improvement Program, to determine applicant eligibility for housing improvement program services and to determine priority order in which eligible applicants may receive the program services. On 4/19/11, DOJ announced a request for public comment on a proposed information collection, Semi-Annual Progress Report for the Grants to Indian Tribal Governments Program, regarding the Grants to Indian Tribal Governments Program, designed to enhance the ability of tribes to respond to violent crimes against Indian women, enhance victim safety, and develop education and prevention strategies. Veterans Affairs

Notices

On 4/18/11, the Department of Veterans Affairs (VA) announced a 4/28/11 – 4/29/11 meeting of the Advisory Committee on the Readjustment of Veterans to review the post-war readjustment needs of combat veterans and to evaluate the availability and effectiveness of VA programs to meet these needs.
