House of Delegates urges limits on use of restraints of juveniles in court

The House of Delegates adopts Resolution 107A, urging states to adopt a presumption against the use of restraints on juveniles in court.  Professor Stephen A. Saltzburg speaks in favor of the resolution, which also urges courts to allow such use only after providing the juvenile with an opportunity to be heard.
