Joint Chiefs of Staff legal counsel describes national security work

Brig. Gen. Richard C. Gross, legal counsel to the chairman of the Joint Chiefs of Staff, describes his responsibilities as “triage,” and says that one would be hard-pressed to find a legal practice besides national security law where the stakes are so high and the time is often limited.

Gross spoke on Oct. 31 during the 23rd Annual Review of the Field of National Security Law, hosted by the ABA Standing Committee on Law and National Security.
