RESOLUTION AND IMPACT REVIEW COMMITTEE

2007

In July 2006, Chair of the House Laurel G. Bellows established a new committee of the House of Delegates. The Committee on Resolution and Impact Review, was given the task of determining the dissemination, use, implementation and impact of the resolutions passed by the House of Delegates.

As the committee began discussing how to approach the task, we quickly realized that we were given a challenging task. Immediately the committee decided that we would need to focus our efforts if we were to create a product. We decided because of sheer volume that we would narrow our review to the recommendations passed by the House of Delegates from 2001-2005.

From 2001 – 2005 the House of Delegates passed:

  • 280 recommendations
  • Sponsored by 74 different entities
The recommendations were proactive, reactive or aspirational and were used:

  • as the basis for amicus curiae briefs
  • to create standards
  • to influence legislation, both federal and state
  • to establish model rules within the profession
Over the next several meetings of the House of Delegates, the Resolution and Impact Review Committee will make presentations informing you of what happened to a few of the 280 recommendations passed by the House of Delegates. In addition, we are in the process of creating a database that you will be able to access to determine what happened to a recommendation after it was passed by the House of Delegates. Finally, we will provide periodic spotlights of ABA entities who presented the recommendations, with the hope that you will learn more about the entities and the staff supporting the entities who provide the content for debate in the House of Delegates. We hope that you will find the impact of the recommendations that we have debated and adopted as fascinating as the committee has.
